Description

Abstract
氣候變遷與衝擊至今仍其有相當高之科學不確定性且因區域而異。對此,國家氣候調過策略之規 劃若僅以過去氣候狀態為依據,將會削弱發展成果,並增加其脆弱度與不平等性﹔但若能在科技發展 上有所創新突破,如反映在衝擊預警機制與彈性調過應變能力之建立,反能很快地就國家未來發展提 出因應氣候變遷的調過行動還項。此認知基礎確立了「氣候變遷調過科技整合研究計畫」(TaiCCAT) 及其跨領域整合推動的必要性:面對氣候變遷挑戰,唯有儘早建立起各領域與利害關停人間的對話與 溝通,進而達到科學知識與地方知識的融合,才得以全面就地方狀態與國家未來發展目標,提出創新 的調過科技推動構想。整體而言,TaiCCAT 將透過總計畫就分組合作在環境系統分析、跨領域脆弱度 評估、調過治理等三大研究方面上的的協調整合,因地制宜地建立調過科技發展與評估方法,並以科 學報告、評量系統、知識平台的方式對外呈現,從而對於決策所需資訊與流程提出調過科技推動建議。 TaiCCAT 的總體產出包括:氣候變遷衝擊與調過科學報告、氣候變遷衝擊與調過評量系統、氣候變遷 衝擊與調過知識平台,與氣候衝擊與永續環境科技規劃報告。 Climate change poses a challenge with regard to both scientific uncertainty and different regional impacts. In this concern, planning for the future based on the climate of the past will erode development gains, deepen vulnerabilities, and increase inequities; instead, we need innovation to invest in a technological revolution that can rapidly provide options for adaptation. This viewpoint establishes the national initiation of the Taiwan integrated research program on Climate Change Adaptation Technology (TaiCCAT) and its transdisciplinary approach: Facing the challenge of climate change and future development, it is necessary to build the dialogues among various disciplines and stakeholders as to synthesize the scientific and traditional knowledge. On research design, TaiCCAT addresses three working groups on environmental system analysis, cross-sectoral vulnerability assessment, and adaptation governance to build methodology on local adaptation technology development and assessment. The overall outputs of TaiCCAT are scientific report, assessment system, knowledge platform, and technology report on climate impact and adaptation.
