Description

Abstract
本三年期計畫擬提出新的機場經營績效的評估方法,所提的方法可以考慮機場具服務 業產銷同時的營運特性,並且處理機場多部門的績效評估,此特點隱含空側與陸側的生 產技術不同,將空側與陸側分開建構兩個技術邊界,但在同一模式中估計,更能符合機 場經營的獨特性。第一年計畫即在建構差額基礎測度資料包絡分析模式(Slack-Based Measure Network Data Envelopment Analysis; SBM-NDEA),此模式能處理產銷同時及多部 門不同技術邊界的營運特性,將以台灣國內15 個機場為例作為模式驗證的樣本;除此之 外,本研究將進一步分析以傳統多階段DEA 分析法所得的效率值與本研究之結果相比 較,試圖尋求多部門營運特性及產銷同時性對績效評估的影響。此一新績效評估方式的 提出,預期可提供機場營運相關的管理人員及決策者更詳細的資訊,以作為績效改善的 參考。 以第一年所構建的新績效衡量法為基礎,第二年計畫主要將進一步探討機場的生產力 變化,以及分解生產力變化的來源,由於機場屬於服務業,服務品質應該在生產力的衡 量上加以考量,本年計畫的特點在於將服務品質生產力指標從傳統的總要素生產力指數 (Total Factor Productivity Index; TFP)中分解出來,除此之外,由於技術變遷並非具有中立 性,也許偏向空側服務,也可能偏向陸側的服務。因此,本研究將分析國內機場技術變 遷偏向的特性,藉以提供更詳細的機場生產力變化的來源,可以作為機場營運單位尋求 生產力提升方向之參考。 以第一、二年的研究為基礎,第三年的計畫著重在前兩年模式建構的基礎下,將所構 建的SBM-NDEA 模式及Malmquist 服務品質生產力指數結合,進一步探討以美國及英國 為主的國際機場,重點在取得世界主要機場的營運資料,並應用SBM-NDEA based Malmquist productivity index,分析台灣桃園國際機場在世界主要機場的營運績效排名及 生產力變化的來源,除了將可有效提供政府研擬提升桃園國際機場營運績效策略的參考 外,並可將研究成果發表於相關國際期刊。 This 3-year project presents an approach to include both the non-storable feature of transportation service and the technological differences within airports in efficiency and effectiveness measurements as well as service quality in productivity change. In the first year project, we explore efficiency and effectiveness for a group of 15 domestic airports in Taiwan in the year 2006, using traditional data development analysis (TDEA) and slack-based measure network data development analysis (SBM-NDEA). Comparing the results and analyzing the inter-related effects among the three performance measures. This research would like to recommend the adoption of a new performance measurement system for airports that examines processes as well as results and that considers non-storable future as well as shared inputs. The results provide how airport planners and managers can gain new insight into the underlying processes behind quantitative indicators and how an understanding of these processes can stimulate organizational learning and innovation. Based on the new performance measurement in the first year project, the second year project is to investigate the overall productivity growth and its components as well as service quality productivity change of domestic airports in Taiwan in the second year. The objective of this project is to assess how the service quality changes have affected the productivity of domestic airports in Taiwan. Besides, due to the environmental factors influences (such as road transport prevalence, economic growth reduction) in the period of 2003-2007, the recent air transport passenger trips and flights are significantly declined in Taiwan, intuitively speculate that productivity growth of airport in Taiwan could more and less become regressive. However, whether this degeneracy comes from the operational inefficiency, technical change or environmental influences are still unknown. To assess the impact of those changes in Taiwan airport sector, in this project, we further examine on the decomposition of airports performance to reveal sources and patterns of productivity change (we isolate the contributions of magnitude change, outputs biased change and input biased change to technical change), and try to probe into some of meaningful policy implications or suggestions. For the third year, to link the SBM-NDEA model with the Malmquist productivity index approach of the world, we attempt to incorporate the SBM-NDEA feature into the Malmquist productivity index approach and link the two models of similar theoretical structure but different economic characteristics (data facts). World wide SBM-NDEA model of Europe and America could be our first priority in the linkage of productivity analysis models of Taiwan and the world.
