藉由沿海社區環境生態、漁業資源與人文社會經濟等不同面向的暴露度與脆弱度之掌握，探討初級產業(如家計型漁業)與不同社區受到環境變遷效應之社會生態系統與風險認知，並透過跨層級權益關係人的座談或共識營取得共識暨調適治理策略。本計畫基於初級海洋產業與沿海社區社會生態脆弱度評估、資料管理計畫及權益關係人調適治理策略可行性的跨領域示範研究,初期已確立氣候變遷與烏魚漁業之關聯性，預期後續可建立因應沿海區域針對氣候變遷效應(環境生態與產業變遷、人文社會等)之跨層級調適治理路徑與支援決策模式,亦可作為相關主管機關推動因應環境(氣候)變遷之跨領域跨層級調適治理政策暨作為永續發展目標政策之參考。
