The bureau was originally the Ah-Kong-Tien Flood Control Office during the Japanese Occupation Era and later taken over at Taiwan Retrocession in 1945. In April, 1946, it was reorganized and changed to the 9th Project Office of Public Works Bureau at Industrial and Mining Department, Independent Commission of the Chief Executive of Taiwan , which successively took charge of the construction of Ah-Kong-Tien Reservoir. Next year in May, it was again changed to the 9th Project Office of Public Works Bureau of Construction Department, Taiwan Provincial Government due to the fact that the Independent Commission of the Chief Executive was reorganized, and renamed as the Taiwan Provincial Governmen, and that the Industrial and Mining Department was changed to Construction Department in compliance with the government's order. In July of the same year (1947), once again, the bureau was changed to the 9th Project Office of Water Conservancy Agency of Construction Department, Taiwan Provincial Government, and then as Ah-Kong-Tien Project Office of Water Conservancy Agency of Construction Department, Taiwan Provincial Government in November. In August, 1956, the bureau was ordered to make a change of its title as the 6th Project Office of Taiwan Provincial Water Conservancy Bureau under direct control of Taiwan Provincial Water Conservancy Bureau on September 1st of the same year.
