摘要: After Taiwan became a member of the WTO in 2002, its tariff rates for fishery products decreased by an average of 35.5% from the level in 2001. Direct imports of fishery products from China would be allowed in 2004. These tariff reductions and the relaxation of import restrictions will have a strong effect on Taiwan's fishery sector. In this paper, we present an analysis of how fishery production, prices, input usage, and welfare distribution might react to trade liberalization. In addition to evaluating the overall impact of tariff reduction on Taiwan's fishery sector, we assess the effects of China's WTO accession on the Taiwanese market. We use a fishery sector equilibrium model in which 40 products and 68 fishing activities are identified. The model also includes an import-export subsector, a factor input subsector, and a supply-demand equilibrium condition to analyze the distributions of social welfare due to trade liberalization. Three simulations are conducted to investigate the impact of tariff reductions in 2004, 2 years after Taiwan has jointed the WTO. The results indicate that Taiwan's fishery sector will be adversely affected when it encounters the extremely low import prices of certain fishery products from China. The total production of the fishery sector and its value are predicted to decrease by 4.03% and 9.96%, respectively, in 2004. Aquaculture would suffer the heaviest loss with a 7.48% reduction in the production and a 19.23% reduction in its value. The demand for labor will decrease by 8.71%. The effect is most pronounced in aquaculture in which the demand for labor will go down by 11.40% and the wage rate will decline by 14.28%. To meet the challenge of globalization, the Taiwanese fishery industry will have to diversify, and improve its operational efficiency as well as production and distribution structures for a sustainable development.2005-07-01T00:00:00ZExploring the Critical Factors, the Online Learning Continuance Usage during COVID-19 Pandemic

摘要: In order to enable online learning to continue developing when the COVID-19 pandemic passes, this study aimed to identify the critical factors that affected the use of e-learning by university students during the pandemic. These critical factors will help to increase the efficiency of future development and deployment of online learning systems. Through a literature review, this study employed the technology acceptance model, social support, and task-technology fit as the theoretical basis to establish the framework of the online learning environment with regards to the technology acceptance model in the context of emergency management. A questionnaire survey was administered to students in universities that had implemented online teaching during the pandemic, and 552 valid responses were collected. The survey explored the factors affecting the willingness of higher education institution students to continue using online learning, and the following conclusions were drawn. (1) The easier an online learning platform was to navigate, the better it was perceived by the students, and thus the students were more willing to use it. (2) Ease of use and usefulness were associated with the teachers' choice of platform and their ability to achieve a satisfactory fit between the course design and platform navigation, which thereby affected the students' learning outcomes and attitude towards use. (3) The positive attitude of teachers towards teaching increased the students' perceived ease of use of online learning. (4) During the pandemic, family support-a major support for teachers in online teaching-enhanced teachers' attitudes towards, and willingness to provide, online teaching. A high level of support showed that the parents urged the students to learn and complete online learning tasks as instructed by the teachers, implying that family support could affect the students' habits towards, adaptation to, and identification of online learning. The study results provide insights into the factors affecting the willingness of teachers and students to continue using e-learning platforms.2021-05-01T00:00:00ZMeasuring the technology gap and logistics performance of individual countries by using a meta-DEA-AR model

摘要: This study presents an alternative approach to evaluate the efficiency of the logistics performance index (LPI) of individual countries. This study considers the differences among technology groups by classifying and comparing the countries as high-income Organization for Economic Co-operation and Development (OECD), high-income non-OECD, upper-middle-income, lower-middle-income, and low-income countries. The meta-frontier data envelopment analysis with assurance regions (Meta-DEA–AR) model is proposed to evaluate LPI scores and differences accurately among groups. For conformity with the ranking of original World Bank LPI, the assurance region of each logistics indicator is obtained by a regression model. The results show that the LPI rankings obtained by the proposed model are very comparable to those of World Bank LPI. Without distorting the rankings, the results offer several managerial suggestions for those countries with inefficiency in their LPIs.2016-01-01T00:00:00Z
