dc.description.abstract低衝擊開發(Low Impact Development)顧名思義,為在開發的同時能夠尊重環境、降低對環境的衝擊,達到開發前後之環境特性相近(相同)。就其發展來源與沿革,由美國在喬治王子縣(Prince George's County, 1999)提出與推廣。主要概念延伸自最佳管理措施(Best management practices,簡稱BMPs),是美國環保署用於農地管理之規劃,其包含水土保持及水源保護範圍。在實施方法上,則有如農藥肥料減量、程序管制、小型基礎設施等排水改善方式,因為BMPs亦是透過逕流蒐集與控制達到相關水質管理功能,故也部分延伸至雨洪管理面向,為整體LID功能與目標建立了基礎。目前有許多國家雖未必皆使用LID名詞,但皆有相似之暴雨管理概念。如美國環保署之綠基盤設施(Green Infrastructure)、美國西雅圖的自然排水系統(Natural Drainage Systems, NDS)、澳洲的水敏式設計(Water Sensitive Urban Design, WSUD)或英國的永續都市排水系統(Sustainable Urban Drainage Systems, SUDS)等皆屬之。雖然定義之文字上有所差異,但其目的為減低暴雨逕流、淨化水質及提升生態效益與景觀功能等周邊效益者,皆可視為LID概念與設施。中國近來慣常以「海綿城市」稱之,主要取海綿快速入滲之意象。在台灣多以「韌性城市」為解決都市開發問題的手段。目前我國營建署所稱之LID,著重在都市區的土地利用或開發過程中,能夠維持或接近開發前的水文狀況。透過非工程與工程手段,達到就源處理之目標。參考營建署「水環境低衝擊開發設施操作手冊」,列出7種常見LID設施,有生態滯留單元、樹箱過濾設施、綠屋頂、植生溝、透水舖面、雨水桶、滲透溝等,旨在減緩逕流、降低不可透水面積,增加地表滯洪、蓄洪、入滲、過濾等能力,促進生態系統的發展與水的自然循環。en_US
