1. Research Group for Industrial Linkage The main target of this research team is to bridge the cooperation between the industry and academic researches for offshore wind power. Current tasks are cultivating talents for offshore wind farms, promoting practical curriculum for offshore wind power industries, planning and establishing local teams for offshore wind power and maritime engineering. In bridging the cooperation with local offshore wind power industries, we have assisted authorities to establish the safety technology exchange platforms for offshore wind power and promoted the cross-ministry meeting. “Safety Guidelines for Offshore Wind Power Operations” and “Reference Manual for Labor Inspections of Offshore Wind Power Workplace (a draft)” were edited and announced in January 2019. In Chapter 13 of the “Occupational Safety and Health Facilities Regulations” for offshore wind power construction safety was also completed. It could be used as the basis for the projects conducted by local industries. Moreover, we also bridge the connection between the local researchers and the foreign companies for offshore wind farm development. Currently, our research team has cooperated with the China Iron and Steel Co., Ltd., such as safety assessment and design of the tower and the wind turbine foundation under extreme weather conditions, the stability assessment procedure for offshore wind turbine foundations, corrosion analysis and prevention for offshore wind turbine tower, turbine transmission system vibration monitoring and residual life estimating, and the big data and artificial intelligence for engineering applications. Furthermore, we also hosted and/or co-organized various seminars and conferences to promote the offshore wind power technology.2. Research Group for International Collaboration and Promotion One objective of CEOE is to reach out for an international collaboration and promotion, in both research and education. To be a world-class research center, CEOE has recruited international outstanding talents and committed to bilateral or multilateral international cooperation and promotion. Meanwhile, CEOE has cultivated cross-disciplinary ocean engineering professionals, and led and upgraded the key technologies related to ocean engineering and disaster mitigation in Taiwan. The goal is to make CEOE become one of the top centers of the world in the developments and applications of ocean engineering and technology, ocean energy, and river and coastal disaster prevention. The Ludwig-Franzius-Institute (LuFI), Hannover is the benchmark of CEOE. CEOE and LuFI have been collaborating closely and exchange scholars to promote Taiwan-EU collaborations. At the same time, CEOE has also cooperated with other institutes in Europe, including Germany, the United Kingdom, and Denmark, in the fields related to offshore wind and ocean energy, river and coastal disaster prevention, global change, hydroinformatics and water management, etc. In addition, under the framework of the "Cross-Strait Ocean and Maritime University Alliance", CEOE has cooperated with the relevant institutes of ocean/maritime universities in China to conduct collaborations and exchanges on the cross-strait ocean issues. Finally, in line with the national New Southbound Policy, CEOE has committed to build bilateral or multinational virtual research theme centers with Philippines, Vietnam, Thailand, India, Bhutan, Indonesia, Malaysia, Myanmar and New Zealand, etc. CEOE has been responsible for the development and application of key technologies of typhoon-flood mitigation, new energy development, wind energy strengthening and ocean energy industries, promoting the sustainable development of Taiwan, and practicing the national “Ocean Country” policy.
