本計畫企圖針對我國勞動安全衛生管制政策進行成本效益分析。從效益面觀點來看，此管制政策旨在保障勞工於職場上的安全與健康，但由於避免個人發生職災而導致傷病或死亡並無一明確的市場價值，故相關之價值評估即是本計畫的一大挑戰。有鑑於此，本計畫在特徵薪資函數架構下，運用各產業不同性別的職災風險發生率來分別估計兩性的統計傷病與生命價值，除此之外，我們亦以“前一年各產業所執行之安全衛生檢查次數除以該產業總勞動人數”以及“2013年勞動安全衛生管制擴展至所有產業”等工具變數進行估計，藉以解決職場風險與個人薪資決定的內生性問題，進而較精確的評估此管制政策之淨效益，而所得之結果亦可作為政府未來在執行安全衛生管制政策時的參考依據。We set out in this project to investigate the benefit and cost of labor safety and health regulation in Taiwan. However, since there is no objective value of preventing injury/illness or death caused by occupational accidents, the assessment of benefit of this regulation is a major challenge in our project. In view of this fact, here we estimate the hedonic wage model and utilize several industrial gender-specific risk indexes to assess the gender-specific statistical value of injury/illness and life, respectively. Furthermore, “the previous frequency of labor safety and health inspections per worker in each industry” and “the policy change in labor safety and health regulation in 2013” are also used as instruments to deal with the endogeneity between wages and occupational risks. Ideally, our results are expected to have important implications for the implementation and enforcement of labor safety and health regulation.
