"因氣候環境變遷及都市化迅速發展，造成地表逕流量增加及洪峰到達時間提前，加上近年來極端氣候之影響，災害的風險與強度增加，致使都會區承受淹水災害的能力降低。政府為因應氣候變遷情況，兼顧都市發展與水環境平衡，減輕都市水患情況，針對河川、各類區域排水、雨水下水道等排水系統，依據不同保護標準進行防災減洪設施規劃，並將依據「流域綜合治理計畫」持續推動逕流分擔及出流管制，加強工程與非工程之治水政策，其中雨水滯蓄洪設施為基地開發之重要減洪措施。然而，台灣降雨空間分布差異甚大，滯蓄洪設施設計過程需符合法律規定，並取用正確的降雨紀錄分析成果，配合規劃地點之地文、水文、土地利用特性，更須考慮下游排水系統之通洪能力，方能達成正確且有效的配置規劃。此外，內政部建築所103年「社區及建築基地減洪設施管理維護手冊之研編」研究成果發現，社區於暴雨期間所排出之貯留水量可能導致都市排水系統尖峰逕流產生疊加效應，反而增加都市排水系統之負荷；故如何在複雜的規劃過程中，同時考慮綜合治水之概念，以確保雨水滯蓄洪設施可有效發揮減洪功能，亦將是基地開發設計規劃階段的重要課題。近年來全球雲端運算技術及服務應用發展掘起，已成為未來資通訊應用新主流，我國政府推廣民眾有感的政府雲端應用，促成雲端運算觀念與技術普及化，並積極推動開放資料(Open Data)。而雨水滯蓄洪設施量體配置之計算過程複雜，若可結合雲端技術建置一套雨水滯蓄洪設施量體配置決策支援操作系統，並連結開放資料，將可簡化規劃過程之繁複程序。本研究將應用Web-GIS技術整合政府相關開放資料與水文分析工具，建置雨水滯蓄洪設施量體配置決策支援雲端操作系統架構，透過雲端系統自動連結相關資料庫，配合計算區域之雨量紀錄分析成果、下水道資料與土地利用空間資訊，使用者可直接由Web-GIS介面應用滯蓄洪設施水文分析模式，分析不同類型基地開發所需之滯蓄洪設施型式、容量配置與尺寸，以支援各種不同配置型式之決策參考。而其計算成果亦可直接回饋供相關水利主管機關進行審查作業，節省大量人力與時間成本。 " "Climate changes and rapid development of the cities have resulted in increasing runoff peak an reducing time to peak discharge in urban areas. The change of runoff characteristics have increased the risk of floods and reduced the resilient ability of the city for disaster. In response to the influences of climate change and urbanization, government has proposed an “Integrated watershed management plan” for the regulation of “regional runoff allocation” and “allowable release flow” based on different standards for disaster prevention in urban areas. The flood control work in urban areas will be strengthened by using both engineering and non-engineering measurement. The stormwater detention facility is one of the most important measurements to reduce the possibility of flooding in urban areas. In performing the detention facility design, engineers should consider local topographic and hydrological characteristics, especially should take into account the uneven spatial-distribution of rainfall in Taiwan. In 2014, the Architecture and Building Research Institute (Ministry of The Interior) has compiled the “Management and maintenance manual for flood mitigation and protection facilities in community and building basement.” This research reported that due to the simultaneous draining the rainwater from the detention facilities, the sewer system of the community with detention facilities may receive more floodwater than those without detention facilities. Hence, it would be an important issue to consider the “regional runoff allocation” and “allowable release flow” concepts if one will implement the stormwater detention facilities for flood mitigation. More recently, the cloud computing engages into the mainstream in applying the information and communication technology. The government has put more efforts on public cloud applications based on available open data. In considering that the required information in performing the design of stormwater detention facilities is abundant. If the decision support system for detention facilities design can be linked with available open data and open for everyone, it would beneficial for engineers to perform the design work in an efficient way. In this study, a decision support and cloud operating system for stormwater detention capacity allocation will be developed based on Web-GIS technology. The system will integrate hydrological analysis tools and relevant government open data, such as spatial rainfall records, urban sewer system, and land use data. Consequently, engineers can perform the design work through Web-GIS interface to account for local topographic and hydrological conditions. Moreover, the analysis result can be directly retrieved by water conservancy authorities for a review process to reduce the manpower and time costs. "
