Abstract

"本整合型計畫結合跨領域特性共分為三項子計畫，以整合性之觀點，將台灣海岸地區與海域區進行使用現況之通盤檢討，針對氣候變遷下海岸地區與海域區土地利用現況與風險管理綜合性進行評估。同時，結合GIS 系統圖層建立台灣海域及海岸地區國土保護與開發利用風險地圖，並期提出海岸地區與海域區之開發許可準則，以助於制定國土保護策略與海岸地區或海域區之防護管理方案，及研擬具體整體性海岸地區國土及城鄉發展策略，以作為海岸管理計畫與海岸管理白皮書之參考。本子計畫三前期(第一年) 先收集國內外海岸地區國土與城鄉規畫之相關文獻資料，及探討台灣海岸地區的土地利用現況及特性，對台灣未來土地開發利用之適宜性進行分析評估，同時建立海岸地區不同土地利用特性結合GIS 系統，建立環境敏感風險地圖，以作為永續管理之依據。本年度(第二年)將分為兩部份進行研究，第一部份將延續前期研究劃設之海岸防護區，將其與水利署水利規劃試驗所所劃設之海岸防護區進行比較，並考量海岸地區之開發風險評估，建立海岸地區之開發許可作業準則；另一部分則針對海域區進行探討，以風險角度進行海域區環境風險評估，並考量現行海域區所劃分使用行為之優先順序與競合關係，建立海域區之開發許可準則，以利未來海岸地區與海域區之土地利用權責單位進行管理。下年度(第三年)將海岸地區與海域區進行整合，並利用最新土地利用圖資進行整體性海岸地區開發風險評估，結合台灣現行之整體性海岸地區(濱海陸地與海域區)審查機制，建立整體性海岸地區之開發許可準則，最後選定示範區進行分析驗證其適宜性，並研擬出具體整體性海岸地區(濱海陸地與海域區)國土保護土地經營管理與利用策略，以作為未來島嶼與海岸開發的引導規範，國土保護策略以及海岸環境監測與管理的方案，為海岸開發與土地管理政策的決策參考。" "The integral project can combine cross-field properties and be divided into three sub-projects. The integral project will be based on integrated viewpoint, and related problems of coastal and near shore area could be discussed and evaluated. The integrated assessment of the use of coastal and marine area development and environmental risk management under climate change are performed. On the other hand, the risk map of the protection and development utilization of marine and coastal area were established by use of GIS. The permission guidelines for the development of coastal and marine area are also proposed. It could be provided the reference of the coastal integrated management plan and white paper of coastal management. The sub-project 3, first year, it will collect relevant literature of coastal national land and urban planning of coastal and marine area. The current land use conditions and characteristics of Taiwan’s coastal and marine area are discussed to evaluate and analyze the suitability of the development land use in the future. On the other hand, considering the different environmental properties of coastal and marine area and combine with GIS, the sensitivity environmental risk assessment is established to provide the reference of sustainable management. This year (the second year) will be divided into two parts. The first part, it will extend the results of designated coastal protection area was performed in the previous study (the first year) and compared with the coastal protection area designated by Water Resources Planning Institute, Water Resources Agency. Considering the risk assessment of the development in coastal areas, the operational permission guidelines of the coastal land development will be discussed. The other part is focused on marine area. This paper will perform the environmental risk assessment of marine area. And considering the prioritization as well as competition of the different marine zoning, the development of near shore area is established to provide the responsible authority a reference making decision of use of coastal land area in the future. In the second year, the designation of conservation zoning and protection zoning of coastal environmental sensitivity area will be discussed. The suitable of designated process and method are established to plot the environmental risk map and to provide the responsible authority a reference making decision of use of coastal land area in the future. Next year (the third year), coastal and marine area will be integrated. The related document and figure of land use will be updated to carry out the risk assessment of the development in the integrated coastal area. Combined with the current review mechanism of integrated coastal area in Taiwan, the permit development guidelines are performed. Finally, the identification and suitability of demonstration of case study will be performed. The integrated strategy of coastal land use and management will be provided to the guideline of the island and coastal area development. The plan of national conservation strategy and monitoring and management of coastal environment also could provide the reference the making decision of coastal management and utilization."
