近年來我國業者積極開拓東太平洋之大目鮪鮪釣漁場,藉以紓解中西太平洋漁場所面臨之管理壓力及日益嚴苛之入漁條件.一方面因為東太平洋漁場海況變動特性異於中西太平洋,一方面因為大目鮪之習性與漁況不易捉摸,業者之作業成績遲遲不能有效提昇.在廣闊而又善變的東太平洋水域作業,如何即時掌握漁海況資訊,是攸關作業成績的最基本要求.衛星遙測可即時獲得廣大海域之表面水文資訊,地理資訊系統則提供空間資料之處理、查詢、展示、分析及統計等功能.若將兩者結合,則可解析漁業活動與水文資訊在時空上之關係,對漁況預報與作業管理具有相當的助益.因此,本研究擬整合衛星遙測與地理資訊系統,藉以蒐集東太平洋之表溫、水色等資訊,以及熱帶佈陣浮標之垂直水文資料,配合作業船提供之作業資訊,解析大目鮪漁況與海況之關係.再架構一漁海況資訊分送系統,資訊需求者(包括作業船及漁業公司)可透過傳真及網際網路等方式取得所需資訊,解決目前業者需花費鉅資購買資訊的困境. As a result of tighter management regime and tougher access condition in Western-central Pacific Ocean (WCPO), tuna industry has been actively involved in the exploitation of bigeye tuna in Eastern Pacific Ocean (EPO) in recent years. However, due to the different characteristics of oceanographic condition between WCPO and EPO, and fisherman unfamiliar with habitat of bigeye tuna in EPO, the catch rate is not satisfactory as expected. In order to improve the performance of fishing on the vast and changeable EPO regions, the fundamental requirement is probably to obtain fishing and oceanographic information in time. Satellite remote sensing technique can immediately determine the hydrological information ocean wide. Geographic Information System (GIS) is a powerful tool when manipulate, query, display, analyze and process spatial referenced data. If the two systems were integrated together, one can analyze the relationship between fishing activity and hydrological information in aspect of space and time, which will be useful for fishing forecast and management. Therefore, in order to analyze fishing and oceanic condition of bigeye tuna, in this project we attempt to construct a system integrating remote sensing and GIS, by which we can consolidate sea surface temperature and ocean color data from satellites, vertical oceanographic data from Tropical Ocean Arrays and data from fishing vessels. An information service system will also be constructed to disseminate available information via internet and facsimile to interested clients such as fishing vessels and fishing companies.
