The ocean not only serves as functions of transportation, tourism and leisure, but also provides resources such as fisheries, energy, and minerals. Therefore, oceans are just like the cradle of life, the treasure houses of resources, and the very foundation for national development. In order to coordinate between ocean-related agencies comprehensively, strengthen the planning and implementing of the marine policy gradually, and make coherence between the central and local governments vertically, Ocean Affairs Council was established in 2018 for consolidation of marine policies.
