In order to obtain sufficient cement supply for the future, in March 1984, the Industrial Development Bureau, Ministry of Economic Affairs entrusted SINOTEC Engineering Consultants, Inc. to access whether or not it was possible to construct a cement industrial park in Hualien City. Then, according to the eastward shift policy of the cement industry, the cement industrial park was finally located in the Hoping area, with the combined annual production capacity of 13 million MT. This industrial port was constructed to obtain the required raw materials, as well as other products imported and exported to all vendors in the industrial park. While the industrial port was originally planned to be constructed by the Industrial Development Bureau itself, only the Taiwan Cement Corporation (TCC), with a combined annual production capacity of 8 million metric tons cement plant and 1.32 million watts power plant, responded to the investment announcement. After negotiating with the Industrial Development Bureau, and under permit by the Executive Yuan, the Taiwan Cement Corporation (TCC) set up the Hoping Industrial Port Corporation to be in charge of the operational business of this industrial port.
