Description

Abstract
海平面變遷對海岸環境的衝擊極大,將是未來從事海岸防災的一大重點工作。本計畫的目標為針對台灣本地的海洋環境,發展出推估海平面變遷的技術,掌握台灣海域當前的海平面變遷趨勢,進而評估未來的變遷量以及可能發生之海岸情境特性,提供水利署禦潮防災之研判與及早因應之用。 水位觀測資料為解析海平面變遷現象的關鍵。本計畫應用岸邊潮位站的觀測資料以及衛星高度計所測得之海平面高度作為研究海平面變遷議題之基礎,發展不同的分析技術,研發海平面變遷趨勢推估,進而探討在海平面變遷、天文潮以及暴潮聯合影響下,近岸波浪的溯升情形以及發生越波的可能性。透過研究之結果,對台灣海域海平面變遷現況作一綜整,進而研擬可能面對各項衝擊之景況與因應策略。 計畫執行完成後,預期能掌握現場水位觀測以及衛星高度計遙測資料的分析技術,進而瞭解台灣海域的海平面變動現況與趨勢,並預測出2020年在海平面變遷、天文潮以及暴潮聯合影響下的海岸情境特徵。透過上述研究成果與鄰近國家的相關研究結果歸納討論,能進一步掌握西太平洋東亞地區的海平面變動趨勢。這些成果將能協助水利署得知海岸災害防護設計受海平面上升之影響,檢討台灣海域現有海岸防護工作,取得海平面上升因應對策。 Due to the influences of global warming and climate change, coastal floods will be more and more frequent over Taiwan areas. The frequency of occurrence and strength of typhoon would also changes following the impact of climate change. It would affect the characteristics of storm surge and also wave run-up. We are going to face an issue of sustainable development in our coastal areas. In this study, we will aim to develop the different innovative algorithms, such as the Fourier transform, neural network, empirical mode decomposition, and numerical models, to discuss the different scenarios of coastal flooding. The long term sea-level data from in-situ tide stations and satellite altimeter are applied to evaluate sea level rise (SLR) around Taiwan coastal waters. To mitigate the coastal disasters due to the impact of climate change, SLR, wave run-up and storm surge have been undertaken by many previous studies since the 1990s. However, most of the previous studies aimed to the influences of individual ocean phenomenon. The simultaneous occurrence of these phenomena is therefore important in estimating their combined impact on the coastal areas. We intended to present an innovative method using developed numerical models to evaluate the joint impact of astronomical tide, wave run-up, sea level rise and storm surge upon the coastal areas in Taiwan. The outcome of this study focuses on the development of techniques for estimating SLR and disaster mitigation. Our innovative research will pave the way for coping with climate change, so as to provide the information for Water Resources Agency to evaluate the possibility of coastal flooding scenarios under the joint impacts among sea level rise, wave run-up and storm surge in 2020.
