Description

Abstract
近年來,隨著全球暖化效應及海洋氣候變遷的影響,全球海水位的抬升以及颱風頻繁的發生等問題已迫切攸關到我們所生存的環境,波浪與暴潮對人類活動之影響也已引起各國政府和科學家的廣泛關注。臺灣每年夏秋季遭受颱風侵襲,颱風暴潮所產生異常水位常對臺灣沿海造成重大災害,造成臺灣海洋環境的發展產生了極大的衝擊。唯有準確地掌握近岸區域之實際海氣象特性,才能使海象資訊進一步發揮功效,並且提高防救災效率。為能審慎評估全球氣候變遷可能造成之衝擊及相關調適策略,本計畫將進行氣候變遷對高風險地區調適方案可行性之研究。本計畫為一年期計畫(105年),其計畫工作範圍為嘉義縣及雲林縣高風險海岸地區。 為達到上述目標,本計畫主要包含「蒐集與分析國內外海岸地區調適相關資料」、「變遷下臺灣高風險海岸地區與分析土地使用情形」、「評估高風險海岸地區調適方案可行性」、「辦理專家學者與民間團體座談會」、「研提跨機關合作機制與配套法令規章增修建議」等工作項目。本(105)年度計畫將針對嘉義縣、雲林縣高風險沿海海岸地區於氣候變遷下各假設目標年之海岸災害因子情境分析,進行沿海地區海岸災害之衝擊模擬、脆弱度與風險評估及地圖製作,評估調適方案可行性,並研提跨機關合作機制與配套法令規章增修建議,以供決策機關參考。 In recent years, the influences of global warming and oceanic climate change are regarded worldwide. The problems of sea level elevation as well as more frequent typhoon attacks have threatened the environment we live in. Governments and international scientists pay extensive attention to the effect of waves and storm surges on human’s activities. In Taiwan, the coastal zone usually suffers from three to four typhoons per year and the exceptional sea level induced by storm surge always results in coastal disasters. The understanding of the marine and meteorological characteristics in coastal zone is conducive to raise the defended efficiency on coastal disasters. The project plans for one year period and focuses on the high-risk coast areas of Chiayi County and Yunlin County. The project aims to investigate the coastal protective impact and adaptation due to climate change on Chiayi and Yunlin coasts of Taiwan against natural calamities in future. The present project includes five major tasks: (1) exploration and collection on coastal disaster prevention in Taiwan and oversea, (2) analysis of land uses of high-risk coast areas in Taiwan due to climate change, (3) feasibility analysis of the adaptation tactic on high-risk coast areas, (4) organization of a seminar between experts and civil groups and (5) proposal of cross-agency cooperation mechanisms and supporting laws improvements. This year, the study is conducted in Chiayi and Yunlin high-risk coasts. The influences due to climate change upon some assumptive object years will be carried out. These results provide useful information to set up the adaptation tactic, to implement the benefit analysis of operation program, and to propose cross-agency cooperation mechanisms and supporting laws improvements.
