"海難事故常造成生命及財產之損失，也會導致油料外溢污染海洋。我國四面環海，每天在我國海域航行的商船約高達四百餘艘，還有各種大小漁船穿梭捕魚作業。為保障海上人命之安全，我國政府不斷加強海事安全相關事務之管理。本計畫蒐集國際公約及相關規定，調查海難資料，利用專家訪談、問卷調查及舉辦研討會方式，以層級分析法分析我國現行制度及法規之不足，探討海運政策方向及配套措施之執行效益，檢討相關部會權責分工之配合，以提出逐年改善措施，規畫政策綱領之具體方案，期使我國海事安全能與國際接軌，並達成船旗國及沿岸國應盡之責任。關鍵詞：海事安全、海上交通管理、海運管理政策、港口國管制 ""Taiwan is an island state surrounded by the sea. There are about four hundred passing merchant vessels and fishing ships of various sizes operating within the waters every day. Marine casualties often incur loss of human life and damage of assets, and sometime result in oil spillage leading to marine pollution. For the protection of life at sea, the Taiwanese government has continuously enhanced maritime safety management. This project will analyze the insufficiency of current national regulations, examine the effectiveness of execution of maritime safety policy and management strategies in Taiwan, and review the existing cooperation on implementing maritime safety management policy between departments within the Government. These will be achieved by a review and an update of international conventions and regulations, an investigation of marine casualties, and interviews with and a survey questionnaire to experts, along with the discussions from a seminar. Consequently, this project will propose a comprehensive maritime safety policy and initiate concrete strategies to enhance Taiwan’s maritime safety management. This will contribute to progressing Taiwan’s maritime safety management to international standards, and the Government can fulfill the responsibilities as a flag state and coastal state.
