Description

Abstract
" 2008年12月15日開放兩岸海運直航後,兩岸航商可以從事兩岸間客貨直接運輸,有助於縮短運輸時間及節省運輸成本。兩岸海運直航迄今已實行將近五年,根據交通部(2013)統計資料顯示,臺灣港口兩岸直航前後海運客貨量之變化,直航前(2004-2008)每年平均旅客約70萬人次、貨物裝卸量97萬噸;直航後(2009-2012)每年平均旅客157萬人次、貨物裝卸量8,879萬噸。為充分了解兩岸海運直航後對我國產生正面的經濟影響,本研究將由運輸成本、臺灣航運地位、總體經濟、貿易、投資、人員移動及航運產業等面向進行研析,並根據兩岸海運直航客貨運送情形及兩岸航政監理制度比較,提出我國兩岸海運直航的具體推動策略,以期有效提升我國整體的海運競爭力,作為後續兩岸海運事務推動之參考。 "Since the implementation of the cross-strait sea transport agreement on December 15 2008, shipping companies can transport passengers and cargo by sea directly so as to reduce the time and cost of the transportation. According to the statistics of MOTC (2013), after the cross-strait direct shipping for five years, the average volumes of the passengers and cargo between 2004 and 2008 are around 700,000 and 9,700,000 tons, and the average volumes of the passengers and cargo between 2005 and 2008 are around 1,570,000 and 88,790,000 tons respectively. To fully reveal the positive impact on Taiwan of the cross-strait direct shipping, this project will analyze the impact from perspectives such as shipping position, macroeconomics, trades, investment and human flow. Based on the situation of the cross-strait transportation of the passengers and cargo and the comparison of the supervision systems of both sides on marine aviation and navigation, we will propose concrete polices on cross-strait shipping to promote our competitive advantages in marine shipping, as a reference to promote the subsequent cross-strait marine affairs.
