近年國際郵輪航商積極發展亞洲市場，CLIA統計2015年臺灣位居亞洲十大客源市場第二位，僅次於中國大陸，可見臺灣郵輪市場極具發展潛力，若能成功推動臺灣港口成為國際郵輪母港或掛靠港，對臺灣及當地經濟皆有良好影響。安平港致力推動「北觀光」、「南自貿」專區發展，吸引國際郵輪靠泊，帶動港市國際觀光市場。本研究先探討國內主要郵輪港口市場現況及雲嘉南地區郵輪旅客吸引力，再藉由郵輪航商訪談進行市場分析，最後評估安平港興建郵輪碼頭之可行性，具體提出適合度分析及郵輪產業發展策略。藉由問卷調查、專家座談與業者訪談，以深度訪談法及德爾菲調查法進行探討，作為安平港規劃郵輪碼頭、發展郵輪旅運服務依據，以利政府落實發展郵輪產業政策。The international cruise operators develop Asian market actively. According to CLIA statistics, Taiwan is ranked No.2 in Asia cruise market in 2015, preceded only by the biggest Asian cruise market, China. The cruise industry in Taiwan has great potential developing opportunities. If we can successfully develop Taiwan's ports to become an international cruise home ports or port of calls, there will be positive impact to Taiwan and the local economy. In order to attract international cruise lines and promote the city-port tourism market, Anping port devotes to develop specific section of port, which is north for tourism and south for free trade zone. First, this study analyzes the current cruise market and explores the attractiveness of tourists in Yunlin, Chiayi and Tainan. Secondly, analyzing cruise market by interviewing cruise lines. Lastly, assesses the feasibility analysis of developing cruise terminal in Anping Port. The In-depth Interviewing and Delphi survey methodologies are applied in this study, through the questionnaire survey, expertise discussion, and cruise lines survey. The results of this study can be used for cruise terminal planning, and also the government cruise industry development policy.
