Description

Abstract
為配合「台灣離岸風電先導型計畫」第二階段(民國103年至105年)工作,將以建置完成風海觀測塔及抗颱耐震風機為目標,協助風電產業完成先導型離岸風電場開發前期作業。本計畫擬以英國及丹麥近年來離岸風場開發遭遇問題分析為基礎,針對國內外離岸風電發展目前遭遇之困難與瓶頸,如相關工程技術、建購成本、地質與結構互制之安全性、環境影響及海事工程產業與市場需求等條件,嘗試從產業與學術觀點整合提出創新的解決方案,為國內發展離岸風電提供另一種選擇。全程三年期研究計畫之第一年以分析國內外有關離岸風電結構及海下基礎相關技術與機具量能差異,提出解決建議基礎型式方案,並針對優選方案進行概念性規劃進行工程技術、財務、地質與結構安全等進行初步可行性評估,以供未來先導型示範離岸風電之進行之參考;第二年則以示範獎勵廠商之兩支示範機組為標的,進行完整的工程概念設計及可行性評估,分析「可靠且低施作成本海下基礎」特有的結構及海下基礎工程議題,以及提出國內離岸風電與海事工程產業之建議;第三年則以前兩年之研究成果擴大產、官、學界參與,遊說兩家示範獎勵優選廠商民間業者,以及台電公司在其示範風場內實際試行「可靠且低施作成本海下基礎」,期能有效建構我國開發自有低碳能源之能量,落實於產業界,達成先導型專案主軸計畫之計畫目標,及公、民營企業之參與導入。"The integrated goal of this study is based on the second stage of national energy project (NEP-II) by NSC and match the requirement of offshore wind industry. The main purpose of this project is focused on the key technology development of marine engineering with the low-cost and reliable construction and installation procedure for the foundation of offshore wind turbines in Taiwan. This study can improve the offshore wind industry reliably, economically, and efficiently. It could promote the development of next renewable energy industry in Taiwan. This project will perform by three years. The initial stage of this project is based on what is the problem the offshore wind farms encountered and how to fix it. The first and second years, this project will develop the low cost construction method and technology for the foundations of offshore wind turbines. The feasibility assessments, conceptual designs and simulations of constructed procedures for the low-cost foundation of demonstrated offshore wind farm are also studied. In final stage, the results will be applied to the investors of the demonstrated offshore wind farms and the industry of domestic marine engineering. The third year, the forums, symposiums and workshops will be gave to promote the reliable and low-cost construction technology and to governments, academics and industries. The results could be applied to large wind farm development and to establish the localized offshore construction technology and capacity in future. "
