"臺灣在海洋立國之精神下與休閒意識的抬頭，無論從運動產業面、政策規劃面以及相關海域資源整合，都顯示出國人對於海域運動、休閒遊憩與觀光旅遊的需求性，如何有效利用海域資源，開創海域運動休閒價值，普及海域運動人口，將是本世紀最重要課題之一。然而臺灣地區海岸資源豐富多樣，實有必要進行整體性與各地區資源勘察與研究工作，以建構遊憩資訊系統。本研究旨在透過實地訪查、文獻探討、德爾菲法與層級分析法之運用，導引出臺灣地區海域運動觀光資源發展評估指標。第一階段擬以實地訪查與文獻分析法進行歸納與彙整交通部觀光局所劃定之國家級風景區進行海域運動觀光資源分佈情形調查。第二段階擬從需求－實際－專家三面向的量化與質化證據，透過德爾菲法進行「臺灣地區海域運動觀光資源發展潛力評估」建構研究。第三段階擬從經由德爾菲法建構之「臺灣地區海域運動觀光資源發展潛力評估指標問卷」，擬針對擁有海域運動資源環境之國家級風景區，並於景區內從事海域運動參與者為實證研究範圍，進行問卷調查，以建構完整的區域型海域運動資源發展潛力。最後提出本研究「臺灣地區海域運動觀光資源發展評估指標」調查的成果，提供臺灣產、官、學術理論與實務的參考。""As a marine nation with the awakening of leisure consciousness, Taiwanese people show their demand on ocean-based sports, leisure, recreation, and tourism no matter on the aspects of sport industry, policy formulation, or related ocean resource integration. How to effectively utilize ocean resource, create the value of ocean sports leisure, and popularize ocean sports population will be one of the most important tasks of this century. However, for there are abundant and multiple ocean resources in Taiwan, it is necessary to do the integrated and regional resource investigations and researches for building a recreation information system. This study aimed at guiding the evaluation indicators for Taiwan ocean-based sports tourism resources development though on-site investigation, literature review, and application of Delphi Method and AHP (Analytic Hierarchy Process). At the first stage, the plan is to generalize and organize the National Scenic Areas which Tourism Bureau defined via on-site investigation and documentary analysis for investigating the distribution status of ocean sports tourism resources. At, the second stage, the plan is to work on the quantitative and qualitative evidences of the three perspectives: demand, reality, experts, and establish the research of “the evaluation indicators for Taiwan ocean-based sports tourism resources development” via Delphi Method. At the third stage, the plan is to perform questionnaire surveys with “the questionnaire of evaluation indicators for developing potential of Taiwan ocean-based sports tourism resources” which was designed according to Delphi Method, aiming at the National Scenic Areas with ocean sports resource and the participators partaking ocean sports in said areas as empirical research range, in order to structure the complete developing potential for area-type ocean sports resources. Finally, the investigative results of this study “The development of indicators for Taiwan Ocean-based Sports Tourism” will be bring out, providing the theoretical and pragmatic reference for industry, government, and academy in Taiwan.
