Abstract
"公共基礎建設在經濟發展中所扮演之角色向來皆是各國政府所關注的議題,雖然 過去已有許多文獻探討其與私部門生產力兩者之間的關聯性,但鮮少研究利用廠 商層級資料並以自然試驗之機制來探討其因果關係。有鑑於此,本計畫將運用 1997 年至2005 年工廠校正暨營運調查的追蹤資料進行分析,藉由921 地震對各 區域公共基礎建設產生不同程度之衝擊並利用試驗分派機率的配對方法選取適 當之研究樣本後,以相關計量模型來估計公共基礎建設對廠商生產力的影響。而 本計畫所得之結果將可作為日後政府在進行公共建設投資等相關政策評估時的 參考方針。""The role of infrastructure in economic development is always a concern to government. Despite a growing literature devoted to the study of the correlation between infrastructure and productivity, there is still little plant-level evidence that explore their causal relationship by employing the natural experiment design. Consequently, we set out in this project to investigate the impact of infrastructure on plant productivity on the basis of plant-level data between 1997 and 2005. By using 921 earthquakes in Taiwan as a natural experiment, we employ the econometric model for identifying the causal effects of infrastructure on plant productivity. Furthermore, the propensity score matching method is used to construct an appropriate comparison group without selection bias. Our results are expected to have important implications for the implementation of public investment policy."
