職業安全衛生管制措施雖有助於提升勞工在職場上的安全與健康，但從過去文獻觀之，該管制對廠商之經營績效表現或生產力也存有明顯影響，且此效果是利或弊亦有分歧之見解。有鑑於此，本計畫企圖針對我國探討職業安全衛生管制在廠商生產力之間所扮演的角色。而在估計方法上，我們除了運用廠商別縱橫資料的優勢來控制多種固定效果之外，亦透過“2013年勞動安全衛生管制擴展至所有產業”的自然試驗並以差異中之差異與三層差異模型進行估計，藉以解決可能產生之內生性問題。如此將可精確的評估此管制政策對廠商之淨效益，而所得之結果亦可作為政府未來在執行安全衛生管制政策時的參考依據。Despite the implementation of occupational safety and health regulations could improve the safety and health of workers at workplace, past studies argue that these regulations may also have significant impact, either positive or negative, on the performance or productivity of firms. In view of this fact, we set out in this project to investigate the effect of occupational safety and health regulations on firms’ productivity in Taiwan. Specifically, in order to deal with the endogeneity problem that may exist between regulations and the productivity of firms, we control for various fixed effects as well as several variables related to firms’ productivity. Furthermore, based on the natural experiment of “policy change of labor safety and health regulations in 2013”, the difference-in-differences and difference-in-differences-in-differences models are also employed in the estimation. Ideally, our work are expected to clearly identify the relationship between these regulations and the productivity of firms. Moreover, the results we obtained would also have important implications for the implementation and enforcement of occupational safety and health regulations.
