Description

Abstract
現階段政府正積極推動魚塭種電作為因應2025年達成太陽光電20GW的策略之一,由於魚塭具有提供優質水產品的糧食安全及穩定漁村經濟發展等功能,若過多的魚塭受到躉電收益因素導致魚塭價格波動,使傳統生產性的魚塭大量轉移至魚塭種電,對漁民、養殖產業及漁村將帶來一定程度的影響,因此有評估此政策影響之必要性。為達上述研究目的,本研究計畫選取魚塭種電最主要的雲林及台南區域為研究範疇,第一年運用修正式德菲法(Delphi)找出影響養殖漁業發展因素及魚塭價格之特徵屬性,第二年運用層級分析法(AHP)探討影響漁民與魚塭地主對魚塭種電的關鍵因素,最後再運用價格特徵法進行實證研究,以建構特徵價格函數與推估隱含價格。因此,本計畫基於第一年之結果設計出完整的評估問卷與分析魚塭種電的因素,第二年透過實地研讀與問卷調查分析漁民或魚塭主對魚塭種電的關鍵因素,並考量魚塭轉用種電的特徵屬性,建立特徵價格模型,針對特徵屬性及隱含價格進行影響評估。基於本計畫所獲得結果,期望可提供政府部門政策決策者及太陽能業者作為規劃魚塭種電發展之基礎,同時也提供養殖業者作為魚塭種電決策之參考依據。Nowadays, government actively promoting the use of fishpond-generated electricity as one of the strategies for achieving 20GW of solar photovoltaics in 2025. Fishpond have functions of providing food security with high quality aquatic products and stabilizing the economic development of fishing villages. Thus, if there are excessive fluctuations of fishpond price due to the fishpond-generated electricity, traditional productive fishponds will be transferred to electrophoresis fishponds and have a certain degree of influences on fishermen, aquaculture industry and fishing villages. Therefore, it is necessary to evaluate impacts of the fishpond-generated electricity policy. To achieve above mentioned research objectives, this study selected Yunlin and Tainan regions as research scopes. The first year use modified Delphi method to identify factors of affecting the development of fishpond-generated electricity and characteristics of fishpond prices. In the second year, using the analytic hierarchy process to analysis key factors for the fishpond-generated electricity of fishermen or the fishpond landlords, and then conduct empirical study using the hedonic price method to construct the characteristic price function and the implied price. Expected results could provide suggestions for government sectors and solar energy companies while planning the development of fishpond-generated electricity, and provide fishermen support when facing the fishpond-generated electricity decision-making.
