本研究的主要目的，在規畫設計海巡署的訓練發展體系及相關教育訓練課程與活動的評估。同時考量了組織發展上的需要，以及員工參與訓練意願的提高，本計畫提出了訓練與發展一體的概念，亦即先以組織發展的需求分析出發，以市場區隔的做法，從組織發展的觀點，建立不同專長與職系之員工的生涯規劃藍圖，從此一發展藍圖中，個別員工可以清楚瞭解其職位的可能發展方向，以及不同方向所須具備的不同技能。在建立了生涯發展藍圖之後，員工對於訓練的需求應該有較為清楚的輪廓，此時再針對員工的訓練需求進行調查，則所規劃設計的訓練課程，由於與員工的生涯發展相結合，除了能提高員工的參與意願外，應該也能夠同時符合員工與組織發展上的需要，共創勞資雙贏的結果。因此，本計畫所提的訓練規畫，基本上是以組織需求、職位發展、以及員工需求三者為分析的重點，所建立的員工訓練發展模式。The purpose of this project is to establish training and developing module of Coast Guard Administration. In this project, we take both organization development requirement and the training requirement of employees into consideration, and try to establish an integrated training module. In this project, we will first analysis the development strategy of Coast Guard Administration, and from the result of analysis we will then develop a career path for difference Job categories. From the career path we can work out a training requirement module for Coast Guard Administration. Finally we take employees training needs into the module and work out a training module of Coast Guard Administration. Because this training module considers both the career path and training requirement, it will be more flexible and useful to meet employees' and management's requirement.
