"隨著東協國家經濟勢力崛起，以及區域經濟整合的推動，加強與東南亞國家的經貿合作，勢必成為臺灣未來經濟發展的重要課題。在此一背景下，本研究擬探討臺灣與東協國家，透過自由貿易港區的合作，建立跨境合作模式的可行性。本計畫擬先從目前臺商營運方式進行資料收集，評估在現有的全球供應鏈與全球物流的運作模式之下，臺灣的自由貿易港區，可與東協各國建立何種型態的營運模式創新，將各種不同營運創新個案，透過跨境合作環境的建立，將臺灣自由貿易港區的價值，與東協國家的產業價值鏈鑲嵌在一起，達成資源共享、共創雙贏的策略目標。本計畫擬採三階段進行，第一階段先發掘有可能利用跨境模式建立的營運模式創新個案，第二階段再以營運模式創新個案，從推動的需求層面，檢視跨境合作的推動重點，最後，再回頭檢視營運模式創新個案，找出最具可行性的個案，並且提出關於跨境合作以及我國自由貿易港區管理方面的相關建議。""As the economic power emerging and regional economic integration of ASEAN countries, how to develop an aggressive cooperation relationship with ASEAN countries would become a more and more important issue. Under such circumstance, the aim of this project is to explore the potential of set up cross boarder cooperation model between free trade zone of Taiwan and ASEAN countries. This project plans to collect data to catch a whole picture about Taiwanese companies’ business model abroad, then evaluate if there are unsatisfied gap in their business model. The ultimate goal of this project is to explore the potential opportunities that can be carried out by a cooperation model link free trade zones between Taiwan and ASEAN countries. This cross boarder cooperation model between free trade zones could be of mutual benefit by resources sharing and embedding each free trade zone’s niche capability into a supply chain. This project would conduct a 3 steps procedure. First, to explore potential innovative business models that can be leveraged by cross boarder cooperation between free trade zones. After the innovative business models are identified, this plan would then try to find out what are the necessary supporting environments under cross boarder operation model. Finally, this project would screen the most potential and feasible innovation boniness models and propose related suggest about the implementation of cross boarder cooperation between free trade zones."
