Description

Abstract
"由於都市化迅速發展,透水面積逐漸減少,造成地表逕流量增加,加上近年來受氣候變遷之極端降雨影響,災害的風險與強度增加,致使都會區承受淹水災害的能力降低。政府為因應氣候變遷情況,兼顧都市發展與水環境平衡,減輕都市水患情況,制訂「流域綜合治理特別條例」,以不增加下游河川、排水系統負擔為原則,持續推動逕流分擔及出流管制之措施,加強工程與非工程之治水政策,其中雨水滯蓄設施為都會區基地開發之減災手段。 然而,台灣降雨空間分布差異甚大,滯蓄設施設計過程需符合法律規定,並取用正確的降雨紀錄分析成果,配合規劃地點之地文、水文、土地使用特性,更須考慮下游排水系統之通洪能力,方能達成正確且有效的配置規劃。此外,內政部建築研究所104年「低衝擊開發技術容量設計電腦輔助系統建置」,已針對都會區面積1公頃內之基地開發,提供單一型式滯蓄設施配置之分析工具。而為達降低災害發生之目的,可能需視實際情況配置數個不同型式之複合型滯蓄設施,以使其符合法律規定之要求;故如何在複雜的規劃過程中,同時考慮綜合治水之概念及複合型設施之聯合運用情況,以確保雨水滯蓄設施有效發揮減洪之功能,是一項值得探討的重要課題。 近年來雲端運算技術及服務應用發展掘起,已成為未來資通訊應用新主流,我國推廣民眾有感的政府雲端應用,促成雲端運算觀念與技術普及化,並積極推動開放資料(Open Data)。若能發展雨水滯蓄設施量體配置之複雜計算過程與雲端技術結合,將可簡化規劃過程之繁複程序,提昇工作效率。 本研究將以第一年完成之研究成果為基礎,應用Web-GIS技術整合政府相關開放資料,建置雨水滯蓄洪設施型式量體配置Web-GIS雲端操作系統平台,並彙編系統之使用手冊。而透過雲端技術建置之系統,可整合滯蓄設施計算方法、雨量分析資訊、空間資料、法規限制,並可同時連結下游雨水下水道系統節點流量,使規劃設計者於Web-GIS雲端系統上指定開發地點後,即可透過雲端計算程式與資料庫,即時求得開發基地內之雨水滯蓄設施量體配置,亦可模擬各項設施之聯合運用情況。此簡化繁複水文設計過程之雲端操作系統,將可提高規劃設計者之使用意願,且待設計完成後,使用者可直接以雲端檢視設計成果資訊,並提供管理單位進行後續檢核作業,以節省大量人力與時間成本。" "Rapid development of the cities and decreased of permeable areas have resulted in increasing runoff peak in major cities. The change of runoff characteristics increases the flood risk and reduces the resilient ability of the city for disaster. In response to the influences of climate change and urbanization, government has proposed an integrated watershed management plan for the regulation of Regional Runoff Allocation and Allowable Release Flow for disaster prevention in urban areas. The flood control work in urban areas can then be strengthened by using both engineering and non-engineering measurements. The stormwater detention facility is one of the most important measurements to reduce the flood risk in urban areas. In performing the detention facility design, engineers should consider local topographic and hydrological characteristics, especially should take into account the uneven spatial-distribution of rainfall in Taiwan. In 2015, the Architecture and Building Research Institute (Ministry of the Interior) has compiled the “Technology of Low-Impact Development for storage capacity design system with computer-aided.” This research proposed the analysis tool of single-type detention facility for development area below 2 hectare in urban areas. In order to reach the goal for reducing the disaster that needed to consider the practical situation to design compound facilities to complie with regulations. Hence, it would be an important issue to include the Regional Runoff Allocation and Allowable Release Flow regulations as well as situation of compound facilities if one will implement the stormwater detention facilities for flood mitigation. More recently, the cloud computing engages into the mainstream in applying the information and communication technology. The government has put more efforts on public cloud applications based on available open data. In considering that the required information in performing the design of stormwater detention facilities is abundant. If the decision support system for detention facility design can be linked with available open data and open for everyone, it would be beneficial for engineers to perform the design work in an efficient way. In this study, a Web-GIS cloud-operating system and users' manual for stormwater detention capacity allocation will be developed based on the 1st-yr project results. The operating system will integrate hydrological analysis module, spatial rainfall records, land use data, regulation inspection, and link to the urban sewer network structure to provide the designer to perform a stormwater detention facility design. The concise Web-GIS cloud-operation system will increase engineer’s willingness to use for detention facility design. After completed the design work, engineers can directly inspect the design work and the authorities can also directly review the analysis result through the Web-GIS cloud-operation system to reduce the time-consuming processes."
