Description

Abstract
"由於都市化迅速發展,透水面積逐漸減少,造成地表逕流量增加,加上近年來受氣候變遷之極端降雨影響,災害的風險與強度增加,致使都會區承受淹水災害的能力降低。政府為因應氣候變遷情況,兼顧都市發展與水環境平衡,減輕都市水患情況,制訂「流域綜合治理特別條例」,以不增加下游河川、排水系統負擔為原則,持續推動逕流分擔及出流管制之措施,加強工程與非工程之治水政策,其中雨水滯蓄設施為都會區基地開發之減災手段。 然而,臺灣降雨空間分布差異甚大,滯蓄設施設計過程需符合法律規定,並取用正確的降雨紀錄分析成果,配合規劃地點之地文、水文、土地使用特性,更須考慮下游排水系統之通洪能力,方能達成正確且有效的配置規劃。內政部建築研究所105年「雨水滯蓄洪設施型式量體配置Web-GIS雲端操作系統之建置」,已利用We-GIS技術整合水文分析方法、政府開放資料、雨水下水道人孔流量資料,以及相關法規限制,針對都市計畫區面積2公頃內之基地開發,建置複合型滯蓄設施配置之分析工具。然而依據「流域綜合治理條例」,設計者於基地設計規劃之同時亦需納入綜合治水理念之考量;此外,考量實際建案之設計配置,基地雨水出流將可能排放至2個以上的排水出口,故如何使系統之運算功能與操作介面更趨完善、完備,並使之推廣與落實於實際應用,以使建築從業人員能清楚瞭解系統功能與操作方式,乃為一項重要的工作。 本研究將以前二年完成之研究成果為基礎,以新北市全區為研究範圍,考量同一建案內,不同基地排水系統之設施配置情況,建置複合式基地運算功能,並配合流域綜合治理政策,納入出流管制計算機制,藉此考慮開發基地周圍雨水下水道、區域排水系統之允許排放量。此外,亦將持續優化Web-GIS雲端系統之系統操作介面與功能,並製作相關教學影片及辦理推廣說明會,藉此提升建築從業人員之使用意願,以節省雨水滯蓄設施設計工作所需之時間與人力。" "Rapid development of the cities and decreased of permeable areas have resulted in increasing runoff peak in major cities. The change of runoff characteristics increases the flood risk and reduces the resilient ability of the city for disaster. In response to the influences of climate change and urbanization, government has proposed an integrated watershed management plan for the regulation of Regional Runoff Allocation and Allowable Release Flow for disaster prevention in urban areas. The flood control work in urban areas can then be strengthened by using both engineering and non-engineering measurements. The stormwater detention facility is one of the most important measurements to reduce the flood risk in urban areas. In performing the detention facility design, engineers should consider local topographic and hydrological characteristics, especially should take into account the uneven spatial-distribution of rainfall in Taiwan. In 2016, the Architecture and Building Research Institute (Ministry of the Interior) has conducted “The web-GIS cloud-operating system for the design of stormwater detention facility design.” Based on web-GIS technology, the research has integrated hydrological analysis methods, government open datasets, and sewer capacity datasets to develop a platform for compound detention facilities design in a developing site less than 2 hectares. In order to reach the goal for reducing the disaster that needed to consider the practical situation to design compound facilities to comply with regulations. Hence, it would be an important issue to include the Regional Runoff Allocation and Allowable Outflow Discharge Regulations as well as compound facilities. In the meantime, the system should consider the possibility of the developing site with more than one outlet. Based on the research results from the previous projects, different types of the developing sites will be considered in the revision of the platform, and the New Taipei City will be selected as a test site in this year project. The allowable outflow discharge standard based on the integrated basin management policy will be included in the regulatory compliance to further consider the nearby sewer and/or drainage way capacity. The platform will allow architects to assign more than one outlet for the detention facility in the compound bases, and the cloud-operating system will also be optimized."
