Description

Abstract
隨著通訊與自動控制科技的快速進化,自動化船舶已經更經常在產業界被拿出來討論,臺灣已經於2018年底通過無人載具科技創新實驗條例,鼓勵發展透過遠端控制或自動操作而運行船舶的技術,我國目前雖然仍在創新實驗階段,新技術初始時期總會有些使用支持者及若干反對者,臺灣若干大型航商對於自動化無人船舶的發展前景有些疑慮,但國外已經有需多原型船舶實驗運轉成功案例。在理性決策理論中,科技接受模式理論(TAM)受限於使用者僅對於新技術構面的效用高低知覺來做選擇,相對於TAM,TOE架構考量的因素較為全面性。依據TOE架構,企業是否採用某一新興的科技會受到技術構面、組織構面、與外在環境構面的影響。本研究旨在藉由對於航運產業主管進行訪調,以探討科技構面(包括是否有取得創新的產品管道、新興技術與目前產業的匹配性、複雜性及基礎設施)、組織制度構面(包括高層管理人員的支持、企業規模、企業的專業程度、與組織是否做好預先準備)與外在環境構面(產業與市場特性、政府法規、外在支持、及競爭壓力)對於航商是否能接受自動化船舶的可能性影響,並闡釋這些影響對於未來航運產業(包括船舶運送業、港埠營運商等業者)發展的衝擊,提供航政機關施政的參考。The improvement of communication and automation technique result in the frequent discussion on the adoption of autonomous ships in the future. In Taiwan, the congress has passed the “Unmanned Vehicles Technology Innovative Experimentation Act” in the end of 2018. This Act encourages the development of technology to remotely control the vehicles (including unmanned ships). Although autonomous ship technology is still in her infant stage in Taiwan and several major Taiwanese ocean carriers are not so sure the operational feasibility of autonomous ship, several European nations have their prototype autonomous ships successfully operated. According the TOE framework, the potential adoption of a new technology will be impacted by factors of technology dimension, organization dimension, and external environment dimension. This research aims at investigating the executives of shipping companies to understand the impacts the factors of technology dimension (including the availability of the new technology, the compatibility, complexity, and the infrastructure factors), organizational dimension(including the top management’s support, firm size, expertise, and organization readiness factors), and Environment dimension (including the industry and market characteristics, government regulation, external support, and competitive pressure factors) on the firm’s potential willingness to adopt of the new technology. Negative impacts found from the research investigation will be further analysed and possible strategies will be provided in the conclusion section.
