"早期的港埠發展主要以經濟及運輸總量為最主要目標，但自1980 年代中期起，永續發展的概念開始強化人類對環境的責任及對下一代的使命。最新關於港口競爭的文獻都指出，港口經營者，港口管理當局和政府都應該聚焦在「永續發展(Sustainable Development)」的策略決策和行動，其中包括建構環境友好型的運輸模式，此外，更強烈建議港口管理應朝符合環境保護與生態環境之環境友好綠色生態港口努力。本研究進行為期三年之連續性研究，針對永續發展必經的改變階段，也就是「遵循法規，建立評估指標」、「綠色服務創新與競爭策略」、「建立知識分享與擴散平台」以打造海運供應鏈朝永續價值鏈目標邁進。本研究擬訂三年期的研究重點以因應此三個階段各自的挑戰。透過本研究計畫所提供之決策參考框架與管理工具，希望藉此輔助政府與港埠局管理實務上擬定永續競爭策略時之參考。""Historically, the goal for port development has mainly been economic. However, after the mid-1980s, the concept of sustainable development emerged, strengthening people’s feeling of responsibility to the environment and future generations. Recent literature on port competition suggests that port operators, port authorities and governments alike should focus on ‘sustainable development’ strategic decisions and actions, including construct an environment-friendly transport methods. In addition, port authorities are strongly recommended to meet the guidelines of the green eco-port by encouraging environment-friendly solutions in the port sector. This research plan is continuous for lasting three years, and focus on the theme “Sustainable Development”. According to Nidumolu， Prahalad and Rangaswam（i 2009）Enterprises that have started the journey, have to go through at least distinct stages of change and each has its own challenge. Theses distinctive stages are "" regulations compliance, and construct corresponding evaluation index system"", ""green service innovation and competitive strategy"", ""building knowledge-sharing and the proliferation of platform"" in order to build sustainable value chain in maritime supply chain. These research plans try to cope with the three stages of challenges. Through this research plan provided a frame of reference and management tools for decision-making to support the Government and the Port Authority management practices on the development of sustainable competitive strategy in Taiwan."
