Abstract
"漁電共生為近年臺灣重要的養殖與能源的議題,漁電共生顧名思義以養殖為主發電為輔,政府希望藉由漁電共生將養殖產業進行升級,目前臺灣漁電共生主要有三種營運模式:屋頂型、浮動型與立柱型,在技術層面國內外許多研究皆顯示是具有前瞻性的,然漁電共生所需投入的資金相當龐大,因此漁電共生的營運策略就變得更加重要,本研究將分成三年度進行,第一年主要將目前已投入的漁電共生進行盤點和經濟可行性的評估,藉由成本效益分析找出影響漁電共生營運的關鍵因素,供政府推動漁電共生參考;第二年主要調查臺灣目前有進行設施養殖之物種,因為將設施養殖轉型為漁電共生是最有效率的轉型模式,目標物種為白蝦(Litopenaeus vannamei)、草蝦 (Penaeus monodon)、東星斑(Plectropomus leopardus) 、藍瓜石斑(Epinephelus cyanopodus),利用統計分析建立養殖生產經濟模型,盼藉由本年度之研究了解臺灣設施養殖之現況以加速推動漁電共生;第三年主要建立臺灣漁電共生之營運策略,利用情境分析與資料包絡分析評估最具營運效率的營運策略,盼將建立起的相關營運策略供未來發展漁電共生參考。漁電共生是未來台灣在養殖產業與能源政策上相當重的一環,希望藉由本研究計畫之成果可供未來推動政策之建議。" "Aquavoltaic has become an important issue of aquaculture and energy in Taiwan in recent years, and as the name implies, it mainly focuses on aquaculture, supplemented by electricity generation. The government hopes to upgrade the aquaculture through aquavoltaic. At present, there are mainly 3 business modes of aquavoltaic in Taiwan: roof type, floating type and column type. At the technical level, many studies at home and abroad are prospective. However, the investment required for aquavoltaic is quite huge, so the operation strategies of aquavoltaic have become more important. This study will be conducted in 3 years. In the first year, the inventory and economic feasibility assessment of the existing aquavoltaic will be conducted, and the key factors affecting aquavoltaic will be determined by the cost-benefit analysis, so as to provide reference to the government to promote aquavoltaic. In the second year, the species currently farmed in facilities in Taiwan will be surveyed, because the most efficient transformation mode is to transform facility aquaculture to aquavoltaic. The target species are white shrimps(Litopenaeus vannamei), tiger prawn (Penaeus monodon), leopard coral grouper(Plectropomus leopardus) and speckled blue groupers(Epinephelus cyanopodus). The economic models of aquaculture production will be established by using statistical analysis, hoping to understand the current situation of facility aquaculture in Taiwan based on this year’s study, so as to accelerate the promotion of aquavoltaic. In the third year, the operation strategies of the aquavoltaic will be established in Taiwan, to assess the most efficient operation strategies by scenario analysis and data envelopment analysis, hoping to provide the established operation strategies as the reference for the future development of aquavoltaic. Aquavoltaic is a very important part of future aquaculture and energy policies in Taiwan, and it is hoped that the planned results of this study can be used as the suggestions to promote future policies."
