國際航空客運與貨運發展，受全球經濟環境變化之影響甚巨。近年來，由於全球經濟條件丕變，造成國際空運客、貨載運需求的不穩定；復因我國在觀光、航權與兩岸關係之突破，政府仍欲積極打造我國空運門戶之競爭力與國際運籌樞紐地位，我國民航發展正處於另一波關鍵性的突破時刻，在在顯現即時掌握國際航空客、貨運需求與流向之迫切性，時時掌握產業供應鏈之轉變與國際空運運量的改變，才能見微知著，迅速做出適當的因應決策。然而，從現有免費取得之空運發展現況資料而言，除我國民航局所提供者之外，國際間之分析均有一年，甚至一年半以上之落差，且大部分的資訊仍是大方向之需求資料，對於更細微、精準、即時之資訊掌握，仍付之闕如。為因應國際旅運需求，以及掌握空運國際物流與產業全球運籌活動需要，宜針對國際航空客、貨運起迄資料的蒐集，以有效掌握航空貨物流向的正確資訊，作為未來我國航空客、貨運與國際物流政策研擬之參考。本研究計畫欲從基礎之資料鏈結著手，蒐集國際間即時線上空運資料庫，探索資料擷取轉換成對我國相關政策決策單位有用之空運需求流向分析的可行性。同時，研擬利用資料庫內容，推導我國航空客、貨運起迄分布和流向分析。最後透過調查，分析我國利用航空貨物運輸之相關產業供應鏈體系及其作業特色與限制。"The development of passenger and cargo markets in the international air transportation is dramatically affected by the changes of global economic environment. The alteration of global economic conditions in recent years formed an unstable demand pattern for air passenger and cargo traffics. However, Taiwan has obtained some breakthroughs on tourism limits, flight rights, and cross-strait relationships. The government also intends to rebuild up the competitiveness in the international air transportation community for the gateway airports. The development of Taiwan civil aviation situates another critical advance at this moment. It is obviously important to understand air passenger and cargo traffics and their distribution. In particular, finding a slight change can realize the whole future trend. Suitable countermeasures always come from the insights to the transformation of supply chain systems and international air traffics. Many free reports of passenger and cargo traffic analysis, except the statistics of Taiwan Civil Aeronautics Administration, might have a time lag of one year, and even more. Their contents focused on the general demand and forecast, such as continent-to-continent or country-to-country data rather than airport-to-airport. This project aims, based on the origin-destination data linkage, to search ideal database systems for exploring the possibility and availability of transferring the relative data into valuable information for policy making. This project also attempts to reveal the origin-destination distribution of air passengers and shipments regarding Taiwan, in terms of the subscribed database systems. Furthermore, this study investigates the entire supply chain systems of main Taiwanese industries using air transportation and the operation and management characteristics in the process of product deliveries. "
