Description

Abstract
"定期航運為當前國際貨物運輸之主流,為了提供運輸服務,航商必須投入龐大的成 本購置船舶與貨櫃等設備來維持運輸系統的正常運作;而碼頭營運商亦須購置各式起 重機具以及提供船席與儲區等設施,來進行船邊貨櫃裝卸與後線貨櫃堆儲暫存等作業。 由於投資金額龐大,提昇資源使用效率向來為航商與碼頭營運商努力之目標,也成為 許多航運研究探討的課題,其中又以資料包絡分析為最常用之績效評估方法。雖然此 類文獻發表了許多針對航商與碼頭營運商的評估結果,但在資料篩選與模式使用上仍 有未臻完善之處。因此,本計畫擬建立一套客觀且具代表性的績效評估程序,並發展 若干效率指標,用以衡量全球主要航商與碼頭營運商的營運績效。首先,本計畫將系 統性的分析現有航商與貨櫃港口相關投入產出資料的來源,根據時效性、可得性、客 觀性及代表性等構面進行比較與探討,並提出參考使用上的建議;其次,本計畫將分 別針對定期航商、航商策略聯盟、貨櫃港口與碼頭營運商之績效評估建立一套程序, 除常見的整體績效衡量外,另將包含重要作業環節營運績效之評析;接著,將利用模 糊理論發展整合性的績效衡量指標,用以表示定期航商與碼頭營運商之整體營運效率; 最後,本計畫將依據建立之程序定期發表各項績效評估結果供業界與相關研究參考, 當選定資料庫之資料有所更新時,本計畫亦將同時更新資料與評估結果。""Liner shipping has become the dominant mode for moving cargos globally. For keeping this transportation running smoothly, liners have to deploy ship fleets and containers to transport cargos. Similarly, various gantry cranes, berths and yards are necessary to terminal operators for handling shipside operations and keeping containers. Due to these equipment and facilitates are very costly, liner carriers and terminal operators have been devoting to enhance the efficiency for using these operation resources. In addition, performance evaluations of liners and ports are also frequent issues studied in liner shipping related literature, in which data envelopment analysis (DEA) is the most common methodology used to decide the relative efficiency of the decision making units. Although many evaluation results have been published, some problems still need to be improved. This project aims to establish a standard procedure to measure the performance of liners and container ports objectively and representatively. Namely, this project will review and compare those data sources which are commonly used in the literature. Afterwards, in terms of operation stages, this project will propose a standard procedure to evaluate the relative efficiency of liners and container ports respectively. In addition, a series of measures will be proposed by applying fuzzy logics to represent the integrated efficiencies of liners and container ports. Finally, all measures proposed by this project will be solved and announced periodically, which will also be updated soon after related data is updated. "
