Description

Abstract
"造船廠為航運產業最重要的上游產業,扮演著推動船舶現代化以及影響船舶供給的 關鍵角色。此外,又因造船廠可帶動一國之鋼鐵與機電等產業之成長,以及需要大量 的勞工與人力,故許多國家對於造船產業之發展亦採取相當積極之態度,市場競爭相 當激烈。造船產業為相當國際化的產業,基於人力成本與鋼鐵礦產之優勢,目前中國 為全球最主要之造船大國,然而韓國、日本與歐洲等國家之造船實力仍不容忽視,各 國均有相當具代表性之造船廠及技術,我國之臺灣國際造船有限股份公司亦因擁有大 型船塢以及成熟之技術,在全球造船市場中佔有一席之地。在競爭激烈的市場中,造 船廠績效之衡量為一重要的課題,然目前業界多以如訂單與交船噸數等單一項目衡量 造船廠之績效,客觀性仍顯不足,雖有少數文獻利用可同時考量多個投入、產出的資 料包絡分析法(data envelopment analysis, DEA)進行探討,但仍因所用模式較為基本而未 能產生較深入的資訊。本計畫擬以全球主要造船廠為受評單位(decision making unit, DMU),蒐集具代表性的投入產出資料以DEA 法進行效率之比較,並擬利用以距離函 數為基礎的麥式生產力指數(Malmquist productivity index)與共同邊界函數(meta-frontier function)建立模式,將各DMU 依國家與時期進行分組與跨期效率變化之分析,據以深 入探討各國造船廠績效之變化趨勢,以供航運實務界參考。此外,由於麥式生產力指 數係基於距離函數而建立,具有可拆解之特性,故本計畫亦將針對研究模式進行推導, 嘗試發展拆解不同績效之模式,以提升計畫之學術價值。""Shipbuilding is the upstream industry in the global shipping market which plays a critical role of ship modernization and tonnage adjustment. The competition of the shipbuilding market is quite fierce because it is extremely internationalized. Taking the advantage of having plentiful iron, coal and labor, China has become the most important country which encourages the development of shipbuilding actively. Similarly, South Korea, Japan and some European countries are also endeavoring to boom their shipbuilding yards to both yield profit and prosper related domestic industries. In addition, the Taiwan Shipbuilding Corporation in Taiwan has been playing an important role in the world shipbuilding market due to its excellent techniques and large fixed docks. Productivity measurement is an important issue for shipyards because it can reflect the efficiency of using their costly resources like cranes and docks. Currently, the outputs measured by ordered and delivered compensated gross tonnage (CGT) are the dominant indexes for measuring the productivity of main shipyards. Such measures cannot reflect the efficiency objectively because the inputs are not considered. Although few studies has taken inputs into account, the objectivity and representativeness are not enough because the input and output variables were not selected suitably. Based on the Malmquist productivity index (MPI) and distance function, this project aims to measure the productivity of major shipyards objectively by applying advanced models and detailed data. In addition to examining shipyards’ scores of technical efficiency, their intertemporal and group efficiency will also be examined by using multi-period data and meta-frontier analysis. Furthermore, the details for decomposing the efficiency scores will also be studied to explore more information."
