"隨著亞洲郵輪旅次不斷的攀升，郵輪產業的佈局與規劃將影響國際郵輪航商選擇港口停靠的主要因素。郵輪靠港時需要各種物資補給與運送服務，港口應提供郵輪足夠的停泊船席以及設備電力得補給，並且處理廢棄食物與物品逕行郵輪維修與保養等，因此發展郵輪補給將為港口經營者帶來直接效益。本研究採用文獻蒐集法及專家問卷法，歸納出發展郵輪補給整合物流中心之優勢、劣勢、機會及威脅(Strengths, Weakness, Opportunities, and Threats, SWOT)重要因子，再採用SWOT/TOWS 矩陣進行策略因子配對，而得到SO 策略-提供整合性郵輪物流服務、ST 策略-提供郵輪港口物流服務優惠、WO 策略-修訂我國郵輪港口補給法規及WT 策略-發展多角化補給服務。最後結合SWOT/TOWS 矩陣與分析網路程序法(ANP)，以做為分析郵輪補給整合物流中心推動策略之優先評選，供決策者透過系統化決策模式，挑選最適優先執行之最佳策略，同時決定推行策略之相對重要性及可行性評估，以利後續政策推行及長遠考量。""As the continuous increase of cruise passengers in most Asia ports, the development plan of cruise industry has become a critical factor for cruise lines to choose home port and port of calls. While cruise berthing at ports, a variety of materials are required to be delivered on board by transportation service and port operator has to provide enough berth space, electricity and water supply, reverse logistics service (ex. clean up ship garbage), and maintenance service. Cruise home port generates direct and indirect benefits, and the cruise supply chain service is the direct benefit which can contribute to the port operators. In this study, a systematic strategic approach is developed to devise cruise supply chain logistic center while considering the factors of Strengths, Weakness, Opportunities, and Threats (SWOT). Then using SWOT/TOWS matrix strategy factors paired to propose four difference strategies, SO strategy - to provide integrated logistics services, ST strategy – to provide preferential cruise port logistics services, WO strategy – to deregulate regulations of cruise port supply, and WT strategies – to develop diversification supply services. SWOT/TOWS matrix as well as the Analytic Network Process (ANP) methodologies are applied to devise appropriate strategies and to obtain factor weights. The findings of this research can be provided for decision-makers and policy makers to pick the best strategy as well as the relative importance and feasibility of assessment strategies. It also helps devise effective cruise supply chain logistic center implementation strategies and facilitate the implementation and long-term follow-up policy considerations."
