Abstract
貨櫃航運在產業全球化的帶動下,受到的重視與日倶增,而貨櫃碼頭作業效率之良 窳,左右定期航商選靠與拜訪頻次多寡的決策。近年,受船舶大型化的影響,世界各大 港口無不戮力改善港埠環境,積極提升作業效率,以增加對外競爭能力。配合船舶大型 化之趨勢,在大型全貨櫃船靠泊時,通常都由二部以上的岸肩起重機進行貨櫃吊卸,以 加快港埠作業。貨櫃量增加及船舶大型化直接衝擊碼頭貨櫃裝卸作業,不僅整體的貨櫃 裝卸量上升,單位航次的貨櫃裝卸量更是大幅增加。然而,貨櫃碼頭作業繁複,從船席 指泊至貨櫃運離碼頭,其間有諸多貨櫃運送的環節,實務單位的作業決策規劃,通常都 將其分割處理。本研究嘗試將直接影響港埠作業效率之船席指泊問題與岸肩橋式起重機 排程問題,進行整合性的學理探討。在研究範圍上鎖定直線型多席位多橋式起重機的貨 櫃碼頭進行研討,在決策功能上則定位於戰術性之決策評估。透過數學規劃之模式建構 技巧,嘗試將兩大主題進行模式合併建構,並發展適當之演算法,以期在合理時間内獲 得良好之可行解。並藉由敏感度分析,評估實務單位在作業需求增加之操作能量,以及 增加岸肩橋式機數量所能提升之效率,以作為策略性層面之規劃參考。但在研究過程 中,預計將分別針對兩大課題進行深入研討後,再嘗試合併探討。"The operation of container liner shipping is gradually paid more attention under the booming tendencies of industrial globalization. The efficiency of loading and discharging at container terminals dominates the port selection and the calling frequencies in liner’s decision. Recently, the majority of ports struggle to improve their natural environment and operational performance for increasing their own international competition. With the expansion of size of container vessels, more than two of cranes are deployed to serve this kind of mega carriers for shorten their stays at port. Ship type enlargement makes a direct impact on terminal operations not only the increment of port throughputs but also movements in a single call. However, the process of container transferring in the terminal is quite complicated from berth allocation of ships to moving containers out. There are many successive linkages with separated decisions in practical operations. In this research we attempt to combine two issues that directly influence the performance of container terminal, i.e. berth allocation and quay crane scheduling, into an integrated study. The objective of it will focus on linear wharfs with multiple berths and cranes, while the function of it is addressed on the tactical decisions. We will try to formulate an integrated model through the technique of mathematical programming for dealing with these two topics, and to develop the adapt heuristics for obtaining the fair feasible solutions within a reasonable time of consuming. We will also implement the post-analysis to assess the capacities of operations in the studied unit under increasing demands. The gain of performance under more numbers of cranes is also evaluated for strategic decisions. However, we will first study these two topics respectively in detail, and then consider to combining them."
