臺灣四面環海，經濟活動和工業發展所需資源之運輸大部分以海運為主，各種產業原料與產品之進出口依賴海運極高。國際貿易之發展帶動了航運市場之需求，船舶數量激增，並且噸位大型化，造成各港口航道之交通流量增加，船舶運轉空間受到限制，航行危機與海難事故都相對的增加。我國國家運輸安全調查委員會為有效統計及分析歷年水路事故案件與成因，目前積極致力於建立「台灣水路事故統計報告」，希冀未來能定期追蹤我國水路運輸安全水準。爰此，運輸安全調查委員會規劃「海上航行安全之研究探討」研究案，研究目的建立水路事故資料統計分析以及訂定水路運輸安全重點監控項目。本計畫預計藉由蒐集國內外海難事故分析相關研究文獻、國外水路事故統計報告以及台灣近10年之海難事故資料，分析台灣海難事故統計資料重要特性，並提出安全改善建議，最後完成中英文版台灣水路事故統計報告。Taiwan is an island where resources required for economic and industrial activities come from abroad. Thus, the percentage of both importing and exporting materials and products highly relies on shipping. While the shipping industry is motivated by the internal trade, the frequency of marine accidents and navigation risk may increase due to the emergence of larger ships with higher traffic density. For the purpose of provide systematic analysis for marine accidents occurring in the territorial waters and surrounding areas, one of Taiwan Transport Safety Board (TTSB) commitments is to establish Taiwan Marine Accident Report for evaluating and understanding the marine safety level periodically. Accordingly, TTSB organized a research project, namely, Marine Navigation Safety Study, of which the objective is to conduct marine accident statistical analysis and establish Watch list of Maritime Transportation Safety. The project will reveal important characteristics of the marine accidents occurring in Taiwan during the period between 2010 and 2019 and propose safety recommendations. This will be achieved by virtue of collection and analysis of marine accident reports and studies from traditional maritime countries and Taiwan, followed by the statistical analysis in terms of a variety of aspect including accident type, ship type, gross tonnage etc. Finally, Taiwan Marine Accident Report will be established in Chinese and English versions, respectively.
