Description

Abstract
"台灣海運業擁有之船舶數量眾多,但屬於我國籍船舶數量卻不多,船商除了考量使用較 低成本之他國國籍船外,其原因為我國並非聯合國之會員國,無法加入港口國管制(Port State Control, PSC)組織,致使我國航海資訊無法與國際接軌,造成本國籍船舶容易遭到檢查缺失及 扣船的事件發生;船舶遭到扣留除了造成航運公司額外損失外,亦會使我國變成港口國管制 黑名單,使本國籍船舶在國外港口出入時檢查次數大幅增加,進而增加船舶營運額外成本。 本研究將東京備忘錄資料庫裡2012〜2015 年我國國籍船舶與其他國家船舶資料加以排 序、整理並彙整,利用重要/表現程度分析法IPA(Important Performance Analysis),可得到我 國國籍船舶與其他國家船舶的模糊缺失平均值分成四個象限,然後將得到的數據運算並進行 最大值標準化,之後再使用多準則決策—理想解類似度偏好順序評估法TOPSIS (Technique for Order Preference by Similarity to Ideal Solution)排序,找出我國國籍船舶容易被檢查到的缺失, 進一步排序出我國國籍船舶出港前最佳檢查優先順序,並完成缺失項目之改善。本研究所建 構的優先檢驗重點成果,我國若針對該國檢驗之重點先行檢查並進行改善,如此,當船舶進 入港口後便不易被該國檢查到缺失。期望利用此多準則決策分析之每個月更新的結果,減少 扣船事件的發生,降低航運公司額外營運成本。""Taiwan shipping businesses have a large number of ships, but the number of ships belonging to my nationality is not much. Because our country is not a Member of the United Nations, we are unable to join the Port State Control (PSC), it is resulting in the use of lower cost carriers of his country nationality ship. Taiwan navigation regulations information cannot with international standards, resulting in Taiwanese ship vulnerable to detain and check for missing events. Besides the additional losses caused by the shipping companies, the seizure of the ship will also cause the country to become a blacklist of Port State Control so that the number of inspections of the nationality vessels at foreign ports will increase significantly, which will increase the additional cost. In this study, we sorted and integrated Taiwanese nationality ships and other countries' ship data from 2012—2015 in the Tokyo Memorandum of Understanding. Using the Important Performance Analysis (IPA) method, we can get the average value of the fuzzy missing of ship between our country and other countries. We divide the data into four quadrants and normalize the data, and then use the Multiple Criteria Decision Making─Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to find out the defects that our nationality ships are easy to be checked. To further prioritize the best inspection priorities for Taiwanese vessels prior to departure and to complete the improvement of missing items. Construction of this study focused on priority test results, if it improve the focus inspection of the country, so that when the Taiwanese nationality ship enters the port after the other country cannot easily be checked missing. It is expected to use the results of the monthly update of this multi-criteria decision analysis and to decrease the arrest of ships event to reduce the shipping company additional operating costs."
