Description

Abstract
Due to its special geographical location, Keelung, situated in the northeast corner of Taiwan, had already caught the attention of Europeans, who wanted to occupy it as its base in Asia even before the Age of Discovery began. However, the large number of Han Chinese immigrating to Keelung and forming its initial civil society did not gradually emerge until the Qing Dynasty. During the Japanese occupation period, as the force of colonial rule deepened, Keelung expanded and became Taiwan’s largest port. Not only did the colonial government lead and vitalize the development of local resources and business activities, it also contributed to important geographical social phenomenon such as the emergence of Keelung’s local leaders, the cohesion of the Han Chinese, etc. The manipulation of the Han Chinese supremacy and civilian power not only shaped the political, economic, social style and characteristics of this port city during the Qing Dynasty and Japanese occupation period, but also continued to affect the development and evolution of every facet of post-war Keelung. This paper looks into Keelung’s local leaders and the development of civil society. It observes the different actions and influence of Keelung’s local leaders in the areas of politics, economy, and society, spanning three different time frames, starting from the Qing Dynasty, the Japanese occupation period, to the post-war period. Since the Qing Dynasty, Keelung’s civil society has stressed blood relationship in the formation of its various surname clans. These clans continued to grow during the Japanese occupation period and even after the war. Therefore, this paper wants to study Keelung’s local leaders from different clans, focusing on the Hsu clan and Huang clan. During the Qing Dynasty, Keelung’s Hsu clan was one of the 11 members of the Ghost Festival Surname Rotation. They had quite a high local reputation but then declined during the Japanese occupation period. Keelung’s Huang clan, on the other hand, was not a member of the Ghost Festival Surname Rotation during the Qing Dynasty, but its local leader was widely involved in local affairs and built up a very strong presence, but it was still not one of the 11 members of the Ghost Festival Ghost Festival Surname Rotation. It was not until after the war that it was allowed to join the Ghost Festival Surname Rotation. Therefore, studying and comparing the rise, development and growth of Hsu clan’s and Huang clan’s local leaders have a deep and interesting historical significance in Keelung’s local history. Moreover, through this prove and compare observation study, a true and complete picture of Keelung’s civil society can be clearly presented."
