一、蒐集整理台灣地區現有漁港防波堤之相關建設資料。
二、檢討現有漁港防波堤之使用功能，並評估漁港防波堤使用功能不彰之漁港及內容。
三、擬定具體可行之漁港防波堤減量工法，作為減量工程執行之參考。
四、選定漁港防波堤減量工程之示範性實施漁港，提供政府建設推動永續工程依據，以期展現具體之施政績效。 1.Collecting and investigating the relative information of now available fisher harbor's breakwater in Taiwan.
2.Examining and evaluating the utility functions of fisher harbor's breakwater in Taiwan and listing the outline of which the function is out of order.
3.Drawing up a practical plan about engineering method of breakwater reduction, and applying it for the reference of executing the breakwater reduction engineering.
4.Choosing two or three demonstration fisher harbors for executing engineering method of breakwater reduction. The experiment of breakwater reduction engineering of government and the expression of the remarkable achievement of administration can be excepted.
