Description

Abstract
"由於地球溫室效應加劇的結果,導致全球氣溫的逐步提升,也反應氣候變遷的 速度與影響層面的廣泛。氣候變遷的結果,將使得人類長久以來所累積對大自然氣 候運作認知的經驗法則將付之闕如,凸顯氣候變遷議題的重要性。就海岸工程範疇 而言,溫室效應導致極地覆冰面積的急速減縮,意味著全球海水面的升高,將直接 考驗著濱海國家的海岸防災與海岸管理規劃能力。 國內海岸管理權責單位經濟部水利署「海岸環境營造計畫總檢討及改善策略研 究總報告」指陳:海岸環境管理改善策略應落實在建構完整的海岸基本資料庫。其 中,海岸地區水深地形資料之取得,受限於傳統測量載具工作水深限制,無法以測 量載具真實重現現地水深地形,長此以往,便形成近岸海域地形測量空白區。基於 海岸管理目的之海岸地形資料庫建置,如何重現過去近岸海域地形記憶與掌握未來 近岸海域水深地形現況,是未來落實海岸管理與因應氣候變遷的海岸防災策略之所 需。緣此,本研究全程二年期研究計畫係以開放性的架構來建立區域性海灘地形推 估系統及區域性海灘地形歷史資料庫為目標。為克服過往在進行區域性海灘地形測 量工作時所受之限制,擬於第一年計畫中研發沙灘測量遙控車及測深漂流浮球,以 降低海灘地形測量的難度及測量成本。並於第二年計畫中以變異圖為分析工具,建 置區域性海灘推估參數資料庫及撰寫區域性海灘地形推估系統,以求得全面性的海 灘地形。並將此海灘地形的樣本資料依位置及時間序列加以記錄儲存於所建置之區 域性海灘地形歷史資料庫,作為日後檢討推估參數、平衡海灘斷面、未來海岸復育 及海岸管理之參考。" "Because of the Global Warming, it seems that in the last 100 years the earth's temperature has increased about half a degree Celsius. And according to the U.S. Environmental Protection Agency (EPA) the sea level has risen 6 to 8 inches (15 to 20 cm) in the last 100 years. Because of the risen of the earth’s temperature and sea level, that we are senseless and stand on the viewpoint of the ocean engineering, it will impact the facility of coastal hazards and management. In Taiwan, the Water Resources Agency, Ministry of Economic Affairs which are the coast manager policy decision department of government, was indicated that the policy of the coast manager should base on the integrant database of the environment monitor with long-term, on the report of 「A Comprehensive Assessment Report on Sustainable Regeneration of Coastal Environment and Strategic」. It should be doing the fully survey of the national near-shore area in next stage, and build a database for coast protection. In traditional, because of the draft of the vessel and waves break on surf zone, it make the high risk and cost on surveying the bathymetry of the near-shore area. So, we propose a 2 years project to build a near-shore estimator system and a database for geography with open frame. The first year we will build a remote control car for land surveying and a surveying buoy system for water to decrease dangerous and cost for surveying in surf zone. Second year we will create a estimator system which base on the variogram algorithm and feedback to the database which record the geography data with timestamp and provide for review of the parameter of estimator system, research of the equilibrium beach profiles and coast manager."
