Description

Abstract
"台灣地理環境特殊,為颱風與地震等天然災害高潛勢地區,平均每年有三到四次颱風侵襲,且主要是在每年四至十一月間,其中七、八月是侵襲頻率最高。在地震方面,台灣位處環太平洋地震帶,平均15~20年發生一次劇災型地震。國際間雖有大型風機與水深20公尺離岸風場開發經驗,但面對台灣特殊之氣候與地理環境,先進國家離岸風力發展經驗難以直接轉移供國內使用,本研究將參考國外海事工程規範與案例經驗,以供國內開發離岸風電使用參考。 本B-5子計畫分兩年進行,本年度(101年)將持續配合「能源國家型科技計畫-台灣離岸風電先導型計畫』其他子計畫之設計與規劃,及本研究第一年度(100年)研析成果,提出合適國內發展離岸風力發電海事工程相關之方案建議,並配合政府離岸風力發電發展政策,研擬近程及中長程推動海事工程之具體建議,作為政府主管單位及國內海事工程產業之參考。" "Because Taiwan’s special geographical environment, it’s belong to the high potential area of natural disaster for typhoon and earthquake. In average, there are three to four times typhoons every year hit, and they mainly occur from April to November each year. Among of which July and August are the most frequently. For the disaster of earthquake, it occurred recurrence a strong earthquake in 15 to 20 years in average under Taiwan is located in Circum-Pacific Seismic Zone. But when face the special geographical environment, the advance offshore technology of foreign experience is very difficult to direct transfer to domestic. Therefore, in this study will be based on the foreign of maritime engineering code and experience, it can provide the reference to development of the domestic offshore wind project. The B-5 sub-project will be performed by two years. This year (2012), this study will continue to combine and joint with other sub-project results to support the major project of National Science and Technology Program – Energy “Pioneering Offshore Wind-farm Project”. Based on the results of the sub-project research in the first year (2011), the suitable domestic development of the related suggestion of maritime engineering will be provided. And combination with the government policy of offshore wind power development, the advice with short and long-range maritime engineering works of offshore wind for Taiwan could be suggested."
