Description

Abstract
"本整體計畫透過總計畫「氣候變遷下沿岸地區發展與海洋變遷互動之研究」結合跨領域特性共分為三項子計畫,子計畫一:沿岸地區地下水與地層下陷特性研究;子計畫二:永續性海岸防護工程標準訂定與非工程措施;子計畫三:氣候變遷對海岸地區國土及城鄉規劃之風險評估與管理研究。以期針對氣候變遷下海岸地區土地利用與風險管理綜合性進行評估,研擬具體整體性海岸地區國土及城鄉發展策略,以作為藍色海洋國土永續發展之參考。 本子計畫探討氣候變遷對溢淹之危害及其造成沿海地區城鄉發展之脆弱度,並應用風險評估的概念,綜合評估氣候變遷下之海岸溢淹災害風險等級。本研究探討「海平面上升」、「地層下陷」、「暴潮溢淹」及「易淹水」等四項危害因子,並選定沿海地區城鄉發展相關脆弱度因子,包括「戶數」、「綜合所得」、「土地使用分區類別」等三項因子;同時採用可屏除因子權重的帕累托等級分析法(Pareto ranking),分別建立綜合之評估指標等級,再利用風險矩陣結合海岸危害與脆弱度指標以進行海岸溢淹災害風險分析,最後應用地理資訊系統(GIS)進行風險地圖套疊與展示。為使研究成果更加符合海岸管理法之精神,本研究以雲林沿海地區為例,利用風險分析成果以研提因應氣候變遷海岸土地調適與因應對策,與利用管理之建議供相關單位參考。 另本研究將海域空間功能區最適化判定之方式分為兩部分,一為海域空間功能分區之間的最適化,針對台灣海域十三種功能分區(簡連貴,2007)之環境影響、排他、獨佔性、區域大小進行分級並建立海域空間功能分區之優先順序分級。二為非生物資源區內離岸風場部分之最適化,參考歐洲ORECCA對於離岸風場所需之條件因子進行分級與權重的訂定,將條件因子分為風力潛能、海域環境以及工程施工三大類,結合以上方式完成台灣西部海域離岸風場之區劃探討,同時考慮其對於近岸海域之影響,以期促進海域合理開發與永續利用。後續將繪製機會發展地圖,以提供未來台灣海域功能區劃設及海域空間發展機會地圖之應用。" "The integrated project “a study of coastal area development and ocean change interaction under climate change” is separate into three are sub-projects. The project will focus on the study of land use and risk assessment and management on coastal area under climate change. It could be the reference of sustainable development of blue ocean territory. This study will examine the hazard of overflow caused by climate change. With the use of risk assessment method, we can evaluate the coastal overflow risk level caused by climate change. In this study, the hazard factors of sea level rising, land subsidence, storm surge and easily flooded were discussed. Meanwhile, the use of Pareto Ranking analysis (PR) could neglect the factor’s weight and establish the comprehensive index rating evaluation. The risk matrix can be applied by combining the coastal hazards and the vulnerability index. Finally, the risk maps of coastal area are shown with the application of GIS. In order to agree with the Coastal Management Act, the case study of Yunlin coastal area was taken. From the risk analysis results, it can provide the reference of land use adaptation strategy of coastal area under climate change. On the other hand, this study the pattern of optimization determination can separate into two parts; one is optimization between marine spaces, and the other is optimization of the offshore wind farm. Based on the ORECCA, the classification and weight of offshore wind farm required factors were considering. The offshore wind farm zoning design and environmental impact of western Taiwan area were performed. It could be promoted the sustainable development and utilization of the marine. The opportunity development map could be drafting to supply an application for Taiwan marine function zone planning and space development in the future."
