Abstract

"本整合計晝結合跨領域特性共分為五項子計晝，以整合性的觀點，將臺灣的海岸與海域地區相關問題與現況進行通盤檢討，並嘗試提出海岸與海域地區開發的規範想法以助於國土保護策略、海域與海岸地區汙染監測管理及防治方案能有更好的制定方式，為海岸及海域地區的保護能有更好的保障。期針對氣候變遷下海岸地區土地利用與風險管理綜合性進行評估，研擬具體整體性海岸地區國土及城鄉發展策略，以作為藍色海洋國土永續發展之參考。本子計晝五，第一年先收集國内外海岸地區國土與城鄉規晝之相關文獻資料，及探討台灣海岸地區的土地利用現況及特性，對台灣未來土地開發利用之適宜性進行分析評估，同時建立海岸地區不同土地利用特性下之環境敏感風險分析與評估，以作為永續管理之依據。第二年將探討海岸環境敏感區防護及保護區的劃設，建立一套合適於該地區之劃設方法流程，繪製適宜尺度之環境風險地圖，提供未來海岸地區及土地利用權責單位決策參考。第三年再依第一年收集之土地利用現況與特性及第二年所建立之海岸防護、保護敏感區之劃設準則方法與環境風險地圖，進行海岸地區開發許可作業模式建立，最後利用示範區案例進行分析驗證其適宜性，並研擬出具體整體性海岸地區國土保護土地經營管理與利用策略，以作為未來島嶼與海岸開發的引導規範，國土保護策略以及海岸環境監測與管理的方案，為海岸開法與土地管理政策的決策參考。" "The integral project can combine cross-field properties and be divided into five sub-projects. The integral project will be based on integrated view point, and related problems of coastal and near shore area could be discussed and evaluated. The operation code and thinking of coastal and near shore area development will provide the reference of the national land strategy, pollution monitoring management and protection project plan. The integrated assessment of the use of coastal area development and environmental risk management under climate change are performed. It could be the reference of sustainable development of coastal and blue ocean national land area. The sub-project 5, first year, it will be collected the related references of coastal national land and urban planning of coastal area, and the land use and characteristics of coastal area of Taiwan’s coastal area are discussed. The feasibility analysis of coastal land development of the future is performed. On the other hand, the sensitivity environmental risk assessment under the different environmental properties of coastal area is established to provide the reference of sustainable management. In the second year, the designation of conservation zoning and protection zoning of coastal environmental sensitivity area will be discussed. The suitable of designated process and method are established to plot the environmental risk map and to provide the responsible authority a reference making decision of use of coastal land area in the future. In the third year, according to the collection of coastal land use at first year and combine with the designated guideline and map of the coastal protection and conservation sensitivity area, the operation permission assessment of coastal area land development mode could be established. Finally, the certification of case study will examine. The integrated strategy of coastal land use and management will be provided to the guideline of the island and coastal area development. The plan of national conservation strategy and monitoring and management of coastal environment also could provide the reference the making decision of coastal management and use."
