Description

Abstract
"近年來,氣候變遷所導致的災害頻率持續增加,臺灣位處於西太平洋颱風路徑要衝及環太平洋地 震帶,因自然災害發生頻率甚高,臺灣曾被列為全球最容易致災地區之ㄧ。從85 年賀伯颱風、88 年 9 月集集大地震、90 年9 月納莉颱風、93 年7 月敏督利颱風(72 水災)、98 年8 月的莫拉克颱風到 102年8 月0831 豪雨、102 年8 月31 日豪雨導致基隆北寧路發生落石事件,臺灣幾乎每年都受到地 震、颱風、豪雨等自然災害的衝擊。再加上人口過度集中於六都之都市化現象,社會的易致災風險因 而逐漸提升。基隆市屬港口都市型態,全市土地面積92%以上為丘陵地,建地有限,居民多傍山而居。 因此基隆市之易致災性相對臺灣其他區域而言更需值得進一步加以關注研究。為在面臨災害衝擊前及 災害當下,防災工作需能運用防救災情資配合災害防救科技的研發、落實與應用,提前分析災害變化 和風險。因此本計畫配合國家災害防救科技中心結合基隆市災害防救深耕第2期計畫之團隊成員,進 行「地方災害基礎資料建置與檢覈」、「地方災害特性研究」、「災害應變情資運用與分享」、與「地 方重點產業防減災分析」等研究項目。期望藉由本計畫強化災害情資蒐整,精進災害情資時空間解析 度,促進中央與基隆市地方防災情資分享,使災害衝擊降至最低。" "In recent years, the frequency of disasters caused by climate change continues to increase. Since Taiwan is located in the front of the Western Pacific typhoon path and the circum-Pacific seismic belt, Taiwan was listed as the world's most vulnerable area. From Typhoon Herb (1996), Chi-chi earthquake (1999), Typhoon Nari (2001), 72 flood (2004), Typhoon Morakot (2009), 0831 heavy rain and rockfall event at Keelung (2013), it has been found that the impact of earthquakes, typhoons, heavy rains and other natural disasters increases gradually in the island. In addition, due to the excessive concentration of population in major six cities in Taiwan, the disaster risk increases dramatically. It should also be noted that the Keelung city may be of most importance to pay attention to the disaster prevention because more than 92 percent of the area of the Keelung city are hilly. Therefore, this project cooperates with National Science and Technology Center for Disaster Reduction in conjunction with the team members of “Disaster Prevention and Protection Project-Phase II of Keelung City” to carry out (1) local disaster basic database construction, (2) study on local disaster characteristics, (3) disaster response and the sharing and use of intelligence resources, and (4) the analysis of the prevention and mitigation of local key industries. It is hoped that this project will strengthen the disaster information collection and intelligence, improve the spatial resolution of disaster information, and promote the sharing of local disaster prevention information between the central government and Keelung City, so as to minimize the disaster impact."
