Description

Abstract
"臺灣四面環海,屬於海島型國家,全島由綿長海岸線所環繞著,且蘊藏多樣性之天然資源及景觀環境,近年來受全球氣候變遷影響,引致海平面上升、溫度上升、短延時強降雨事件等現象頻繁發生,對於因地下水利用致災之高災害潛勢風險海岸地區,其災害風險程度將隨之提高,亦面臨暴潮溢淹、海岸資源劣化、洪泛溢淹、地層下陷、海岸侵蝕以及地下水質鹽化等複合性海岸災害之衝擊。本研究計畫擬依「海岸避災與減災策略研究」之研究課題,並針對「結合海岸致災風險評估技術與氣候變遷影響因子」之研究內容,規劃三年研究計畫書。本研究第一年擬進行「海岸地區地下水利用之致災風險評估方法研究」,研究亮點為以大數據分析及資料探勘之創新研究方法,結合海岸致災風險評估技術與氣候變遷影響因子,針對臺灣海岸地區地下水利用之致災因子進行關聯性分析。本研究第二年擬進行「海岸地區地下水利用之致災風險評估模式建置」,研究內容為建置海岸地區地下水利用致災風險評估模式,以進行地下水利用致災風險潛勢評估分析。本研究第三年擬進行「氣候變遷對於海岸地區地下水利用致災風險評估之調適」,將結合前兩年度所建置致災風險評估分析結果,針對地下水利用致災之高災害風險區域,擬定因應未來氣候與環境變遷影響之調適及減災策略,期望臺灣海岸地區能兼顧自然環境及地下水資源永續經營,以達「維護自然海岸環境」與「海岸地區永續發展」之目標。本研究計畫亮點:1. 以臺灣海岸地區地下水資源永續發展之角度,針對地下水利用之致災風險進行研究。2. 以大數據分析及資料探勘之創新研究方法,結合海岸致災風險評估技術與氣候變遷影響因子,進行海岸地區地下水利用致災因子之關聯性分析。3. 以「維護自然海岸環境」與「海岸地區永續發展」為主軸,針對海岸地區地下水致災地區之高災害風險區域,研擬工程及非工程面向之整合對策,以及海岸避災與減災策略。" Global warming and climate change affect all regions around the world. The coastal regions have been dramatically affected and become high-risk areas including flooding, storm surges, lowland, and salinization, due to the excessive groundwater extraction. Due to the limited resources of the land in Taiwan, how to mitigate the groundwater-related disaster and to promote sustainable coastal zone are the crucial issues to ensure the development of the natural environmental resources. To resolve the problems mentioned above, a three-year research project is proposed. The first year of the research project is to perform a groundwater-related disaster risk assessment for the coastal regions. The groundwater-related disaster risk assessment is based on the big data analytics, which utilizes the mathematical analysis from nonlinear system identification to relationships or causal effects from large data sets to indicate the relationships and dependencies of the data. Accordingly, the simulations of different scenarios for long-term impact of groundwater-related disasters of the coastal areas can be carried out. The second year of the research project is to conduct the groundwater-related disaster hazard, vulnerability, and resilience analyses. The third year of the research project is to study the effects of the global warming and climate change to the groundwater-related problems. Finally, a series of the groundwater-related disaster risk maps are expected to be established under different scenarios. Results obtained from this study could be utilized to propose the elaboration of risk mitigation as well as adaptation strategies.
