Description

Abstract
" 運具移轉是提升運輸永續性(Transport sustainability)的有效方法;本研 究擬建立以運具為基礎之運輸永續性與運輸生活品質(Transport quality of life)指標系統;此套指標系統可做為研擬改善策略的依據。短期改善策略 將著重在能夠同時提升運輸永續性與運輸生活品質的方案,長期改善策略 則是進一步考量可提升運輸永續性,而民眾不認為可提升運輸生活品質的 方案。 本研究分為三年期計畫進行探討,第一年計畫針對城際運輸,目前已 有初步成果;今年為第二年計畫,係針對都市運輸,並且加入運輸宜居性 (Transport livability)的概念來進行研究;第三年計畫則是針對新的運輸投 資計畫進行研究。應用研究方法 包 括 權 益 關 係 人 分 析 (Stakeholder analysis) 、 多 變 量 分 析 (Multivariate analysis)、結合決策實驗室法 (Decision making trial and evaluation laboratory, DEMATEL) 與網絡分析法 (Analytic network process, ANP),簡稱 DANP 與 D-S 理論(Dempster-Shafer theory, DST)。預期成果包括運輸永續性指標建構、運輸生活品質指標建構、 運輸宜居性指標建構以及改善策略研擬與評估。  " "Mode shifting is an effective solution to improve transport sustainability. This study attempts to develop an indicator system for measuring mode-based transport sustainability and transport quality of life, and the results provided a basis for evaluating the proposed improvement solutions. The common parts between the transport sustainability indicators and the transport quality of life indicators are planned to guide the evaluation of improving strategies in the short run. These strategies are expected not only to improve transport sustainability, but also to enhance transport quality of life. The strategies, which can improve transport sustainability, but are recognized to be unrelated to transport quality of life, are evaluated to implement in the long run. The first year of this study focuses on evaluating the transport sustainability and the transport quality of life regarding intercity passenger transportation. We now have obtained the preliminary results. The second year of this study (The current project) focuses on evaluating the transport sustainability and the transport quality of life regarding intra-city passenger transportation, and the concept of transport livability will be integrated. The third year of this study focuses on evaluating the transport sustainability and the transport quality of life regarding new transportation investment projects. The approaches, including stakeholder analysis, multivariate analysis, decision making trial and evaluation laboratory (DEMATEL) incorporates analytic network process (ANP), which is termed as DANP, and Dempster-Shafer theory (DST) are used to analyze the indicator systems. The outcomes including transport sustainability indicators, transport quality of life indicators, transport livability indicators, and improving strategies are expected in this study.  "
