Description

Abstract
為了因應氣候變遷所帶來的影響,目前國際上主要是以減緩(Mitigation)與調適(Adaptation)兩項核心策略來因應。臺灣屢遭重大天災侵襲,導致嚴重的人員傷亡與財務損失,更凸顯防災、救災工作的重要性。災害防救工作因與其他業務之性質不同,除了一般例行工作或計畫推動之執行所須呈現之執行效率外,也應該重視各種防災工作是否落實在工作推動之後,因此有必要建立一套客觀且合理的評估模式。脆弱度(Vulnerability)為目前國際上探討災害管理時常引用之概念,本研究將以脆弱度評估為基礎來構建災害防救績效評估模式,並以台鐵南迴線進行案例分析;期災害防救績效評估模式具有通用性及移轉性,且案例分析結果可供台鐵局參考,以提昇台鐵的永續性。 本計畫以防災(Prevention)及救災(Evacuation)為觀點,首先透過指標產生器(Indicator generator)與平衡計分卡(Balanced Scorecard, BSC)產生初始指標,再應用科技社會建構論(Social Construction of Technology, SCOT),透過權益關係人(Stakeholder)分析來擷取關鍵績效指標(Key performance indicators, KPI);關鍵績效指標建立後,接著應用層級分析法(Analytic Hierachy Process, AHP)與D-S理論(Dempster–Shafer Theory, DST)來評估整體的防救災績效表現,最後根據績效評估結果來研擬改善策略,做為相關部門的決策參考依據。 "The focuses of mitigation and adaptation are the main policy guidelines in response to the impact of climate change in the world. Taiwan invaded by severe natural disaster frequently and caused significant damage, including people and property. It also highlights the importance of disaster prevention and evacuation. Performance evaluation system for disaster prevention and evacuation is different from others. Not only should the efficiency of implementation be considered, but also should the realization of task target be reinforced. Vulnerability is a popular concept in the world in discussing disaster management topics. This study adopts the concept of vulnerability in developing a performance evaluation system for disaster prevention and evacuation. A case study of South-link line of Taiwan railways will be demonstrated. The purpose of this study is to develop a generalized model for applying to disaster prevention and evacuation with transferable characteristics. The results of case study could be provided as a reference to Taiwan Railways Administration and therefore to improve the sustainability of Taiwan railways. This study focuses on disaster prevention and evacuation. First, we use indicator generator and Balanced Scorecard (BSC) to initiate performance evaluation indicators. Second, the Social Construction of Technology (SCOT) is applied through the stakeholders to select key performance indicators (KPI). Subsequently, the Analytic Hierachy Process (AHP) and Demster-Shafer Theory (DST) are used to integrate the overall performances. Finally, the improvement strategies are proposed based on the results of performance evaluation and provided as a reference for decision making."
