Abstract
"基隆港為國際商港,因腹地狹小,港區緊臨基隆市區。過去15 年來,貨物 運輸量變化不大,年貨櫃裝卸量約200 萬TEU,年進出貨物量約2000 萬噸; 客運量則迅速成長,年平均成長率達6.83%,2014 年已趨近60 萬人次。基隆港 獨特的地理區位及客貨運量的發展趨勢,更凸顯防救災系統的重要性;為減輕 天然災害與人為疏失之危害,評估與強化災害因應能力(Coping capacity)刻不 容緩。 本研究首先會針對基隆港的脆弱度進行評估,以瞭解基隆港在面對天然災 害與人為疏失時可能產生的危害類型與等級,接著會針對臺灣港務公司和基隆 市政府的防救災因應能力進行績效評估,評估方法預計採用平衡計分卡 (Balanced Scorecard, BSC),財務面考量如何妥善的分配防災、救災與重建預 算;顧客面考量如何建立民眾的防災警覺與共識,救災時如何保障民眾的生命 財產,以及災後如何快速恢復過去生活機能;內部流程面考量如何建立一套標 準的災害防救作業流程;在學習與成長面考量專業培訓,以提升其面臨災害發 生時的緊急應變能力。 根據平衡計分卡績效評估的結果,可以瞭解臺灣港務公司和基隆市政府面 對基隆港可能災變的防救災因應能力,加上對於基隆港脆弱度的掌握,同時可 做為研擬改善對策的依據,俾強化臺灣港務公司和基隆市政府的災害因應能 力。" "Keelung Port is an international commercial port. Due to its small area of hinterland, Keelung’s city center is right close to Keelung Port. During the past 15 years, the annual container throughputs maintain a steady trend of about 2 million TEUs; the annual cargo handlings also maintain a small fluctuation trend of about 20 million tons. In contrast, passenger arrivals and departures account for a significant growth trend. The annual growth rate is about 6.83% during the same period, and the total amount in 2014 shows a high performance of about 600 thousand passengers. The unique geographic location and its development trend of freight and passenger transportation highlight the importance of disaster mitigation and evacuation. Evaluating and reinforcing the coping capacity of disaster are the pressing task to mitigating the impacts of natural disasters and miss operations. This study begins with the vulnerability evaluation of Keelung Port. The results facilitate the classification of disaster impacts. Subsequently, the Taiwan International Ports Corporation (TIPC) and the Keelung City Government (KCG) are arranged to evaluate the coping capacity of disaster using the method of Balanced Scorecard (BSC). The financial aspect considers the budget allocation of disaster mitigation, evacuation, and post-disaster reconstruction. The customer aspect focuses on reminding the awareness of disaster mitigation, assuring the safety, and recovering the living status for the general public. The internal process aspect pay attention to setting a standard operation procedure (SOP) of disaster mitigation and evacuation. The learning aspect needs a professional training to enhance the coping capacity of disasters. The results of BSC application reveal the coping capacity of disasters for the TIPC and KCG. Additionally, with the grasp of the vulnerability of Keelung Port, the improvement strategies could be initiated to reinforce the coping capacity of disasters for the TIPC and KCG."
