本計畫係交通部運輸研究所為協助提昇馬祖地區海域之航行及遊憩安全，並配合已經作業化的港灣環境資訊網，增加馬祖地區海域的海象觀測及預報模式等作業。其次，也配合已建置完成金門水域海象觀測系統及作業化預報模式，持續進行作業化的改善。本計畫的目標係進行每日的馬祖與金門地區水域之風浪及潮流之預報，並配合現場即時波潮流觀測系統之資料整理與發佈，以提供當地從事海上航行或海上活動之參考，進而提升其安全與預警效能。 Following up the accomplishment of Kinmen Oceanography Prediction System (KOPS), the Institute of Transportation, Ministry of Transportation and Communications (IHMT) plan to establish a forecast system named as Matsu Oceanography Prediction System (MTOPS) about wave and tidal current conditions and a field observation system around Marju water zone to enhance the safety of marine transportations and costal recreation. In this project, the major target is to establish MTOPS and enhance KOPS systems. The major works include the setups of wave prediction mdoel and tidal current prediction model, and the statistical analysis of field observation data. Merging into the Harbor Environmental Information Website run by IHMT, the MTOPS can offer waves and tidal current and level information to public marine transportation for their safety concern.
