Abstract
本計畫歸屬的研究課題是屬於B-07智慧國土永續防災行動計畫項目下,目標是在山區部落社區,建置智慧防災系統,藉以強化社區之災害預警與應變能力。在山區常面臨到乾旱與崩塌兩種不同類型之天然災害威脅,本研究嘗試整合出一個防災實務運作系統,同時解決此兩種再現性頻率逐年增加之天然災害。其構想為在山區部落且具崩塌潛勢的邊坡,尋找可開發的地下水資源,並評估其可供給之水量,作為部落特定時間(乾旱或颱風濁水期間)之備用水資源。而山區亦因抽取地下水作為水資源使用過程中,由於地下水位洩降,隨之降低岩層的孔隙水壓與空出更多地下岩層蓄水空間,反而提升坡地穩定性及提高蓄洪能力,可減少災害發生風險。接著為強化防災效能,結合智慧感測、智慧傳輸與智慧運算等元素,建構出一個智慧防災策略的架構平台,進行監測資料動態追蹤、水資源調配與穩定坡地安全排水之調控,協助管理單位進行決策支援。此外,為了鏈結國內災防產業界力量,加速推動災害防救科技,本研究將與中興工程顧問社共同合作,完成該系統開發,其中,海洋大學負責場址調查評估、水資源供需評估與災害情境模擬,中興社則以建置智慧化的防災系統為主,冀望整合雙方力量,真正落實應用於災防實務工作上。 "This study’s interest focuses on the topic of B-07 “The Disaster Prevention Action Plan for Smart Homeland Sustainability.” The objective of this study is to develop a smart disaster prevention system in improving early warning and response to disasters. Drought and landslide are two common disasters occurred in mountainous regions of Taiwan. This study is intended to construct a novel disaster-prevention platform for solving both disasters simultaneously, in which these disasters have increased over the years in intensity and frequency due to climate variability and change. The concept of present research is to seek potential and exploitation of groundwater resources at landslide-prone sites in providing backup water supplies during drought conditions or existence of highly turbid drinking water induced by flooding. While pumping groundwater as water resources in the hilly areas, pore-water pressures can be dropped and the thickness of the unsaturated zone increases, which can result in stabilizing landslide-prone slopes and increase hillslope storage as a retention basin, respectively. Consequently, this effort can reduce the risk of two disasters. To reinforce the effectiveness of disaster prevention, the technologies of smart sensing, smart transmission, and smart computing are then incorporated into a novel framework to establish a smart disaster prevention and management platform. The platform, which can offer valuable support for decision-making processes of disaster prevention, is capable of monitoring dynamic signal from various in-situ sensors, helping water resources allocations, and stabilizing hillslopes by means of drainage. Also, the concept of Public Private Partnership will be embedded in this study to boost the technology development of disaster prevention. Sinotech Engineering Consultants Inc. is strategically chosen to cooperate in order to achieve the objective of this study, in which Nation Taiwan Ocean University will be in charge of case study survey, assessment of water resources, and simulation of various disaster scenarios; Sinotech focuses on the development of the smart disaster prevention system. By integrating the strength of both parties, the developed platform can be truly applied to the practice of disaster prevention."
